The Conference,

 HAVING ADOPTED the Protocol of 1988 relating to the International Convention for the Safety of Life at Sea, 1974 (the 1988 SOLAS Protocol), which introduces, inter alia, the revision of chapter I of the International Convention for the Safety of Life at Sea, 1974 (the 1974 SOLAS Convention), in order to standardize the periods of validity of certificates and intervals of surveys required by the 1974 SOLAS Convention and the International Convention on Load Lines, 1966,

 RECOGNIZING that the Parties to the 1988 SOLAS Protocol will issue certificates under the 1974 SOLAS Convention in the form prescribed by the 1988 SOLAS Protocol,

  1. URGES Governments which are Contracting Governments to the 1974 SOLAS Convention to become Parties to the 1988 SOLAS Protocol at the earliest possible time;

  2. INVITES Governments which are Contracting Governments to the 1974 SOLAS Convention but which are not Parties to the 1988 SOLAS Protocol, following entry into force of the latter, to give to certificates issued under the 1974 SOLAS Convention in the form prescribed by the 1988 SOLAS Protocol the same recognition as that given to certificates issued under the 1974 SOLAS Convention.
