THE CONFERENCE,
HAVING ADOPTED the 1995 amendments to the International Convention
on Standards of Training, Certification and Watchkeeping for Seafarers
(STCW), 1978,
RECOGNIZING that chapter
VII of the revised annex to the STCW Convention provides for
alternative certification systems and that such systems may be implemented
in different ways by Parties to the Convention,
RECOGNIZING
FURTHER that experience with such systems is, at present, limited
and that they may significantly affect the distribution of work and
responsibility among crew members,
DESIRING to ensure
that the implementation of such systems will not, as a consequence,
prejudice the safety of life at sea, the safety of the ship, Its operation,
or the protection of the marine environment,
INVITES the
Maritime Safety Committee of the International Maritime Organization
to keep under review the implementation of chapter
VII of the revised annex to the STCW Convention and the relevant
sections of the STCW Code with the aim of:

.1 identifying the alternative certification systems
being implemented under chapter VII;

.2 determining whether revisions are needed to
the STCW Code to ensure that the requirements
for implementation of such systems are adequate and effective; and

.3 developing further the principles contained
in regulation VII/3 and clarifying
their application.
