4.2.1 Management should ensure that all shipboard
and shore personnel involved in the
transport
or
handling
of
dangerous cargoes
or
in the supervision thereof are adequately trained, commensurate with
their responsibilities within their organization.
4.2.2 Management at all levels should exercise
day-to-day responsibility for health and safety.

4.2.2 Whilst duties to comply with legal requirements
cannot be delegated by management, responsibilities within undertakings
to implement safe operational procedures on a day to day basis may be
delegated, as appropriate, to all levels of management and should be
exercised by them.

4.2.3 In order to draw up safe operational procedures
for the transport and handling of dangerous cargoes, management should
carry out an assessment of the risks involved. In certain cases a
quantified risk assessment may be necessary.

4.2.3 It is generally accepted that the majority of
all accidents are linked to the human element, for example attitude,
communication problems or fatigue. It is essential, therefore, that
operating procedures take the human factor into account.
