1.4 Exemptions

 An Administration may exempt any unit which embodies features of a novel kind from any of the provisions of the Code the application of which might impede research into the development of such features. Any such unit should, however, comply with safety requirements which, in the opinion of that Administration, are adequate for the service intended and are such as to ensure the overall safety of the unit. The Administration which allows any such exemption should list such exemptions on the Certificate and communicate to the Organization the particulars, together with the reasons therefore, so that the Organization may circulate the same to other Governments for the information of their officers.
