1 The Maritime Safety Committee, at its ninety-third
session, and the Marine Environment Protection Committee, at its sixty-sixth
session, taking into account the 2014 amendments to SOLAS and the IBC Code with respect to the
application of inert gas when carrying low-flashpoint cargoes on ships
constructed on or after 1 January 2016, reviewed a proposal of the
Sub-Committee on Pollution Prevention and Response (PPR), at its first
session, to ensure the provision of further information when carrying
cargoes that require oxygen-dependent inhibitors.
2 The Committees agreed that the existing IBC Code paragraph 15.13.3.2, which requires the
Certificate of Protection to state "whether the additive is oxygen-dependent"
should be amended by a requirement that states "whether the additive
is oxygen-dependent and if so, the minimum level of oxygen required
in the vapour space of the tank for the inhibitor to be effective
must be specified."
3 This information provided on the Certificate
of Protection should be taken into account in the operation of the
inert gas system to ensure the oxygen level does not fall below the
level indicated on the certificate.
