  INTERNATIONAL CONVENTION FOR THE PREVENTION OF POLLUTION
FROM SHIPS, 1973 (MARPOL CONVENTION), AS MODIFIED BY
THE 1978 PROTOCOL, ANNEX I, REGULATION 14
  Equivalent accepted concerning Annex I, regulations 5.1 and 5.2
of the above-mentioned Convention
Implementation of Annex I, regulation 14 for non-self-propelled and self-propelled ships
Regulation 2, Annex I to the MARPOL Convention refers to all ships irrespective of type; consequently, non-self-propelled and self-propelled ships must have oil filtering equipment fitted (MARPOL, Annex I, regulation 14.1 or 14.2).
This Administration considers the following equivalents to be compliant with the above-mentioned regulations for the above-mentioned ships:
  A. Non-self-propelled ships of 400 gross tonnage and above fitted with auxiliary machinery, provided that:
   
  • .1 They are provided with at least one holding tank of a volume adequate, to the satisfaction of the Administration, for the total retention on board of the oily bilge water;
  • .2 Drip trays are provided around the equipment and parts that contain oil, connected to the above-mentioned holding tank(s);
  • .3 The oily bilge water holding tank(s) is/are equipped with means to transfer the contents to reception facilities;
  • .4 Adequate reception facilities are available to receive such oily bilge water in a sufficient number of ports or terminals into which the ship calls;
  • .5 The quantity, time and port of discharge are recorded in the Oil Record Book, part I.
  B. Non-self-propelled ships of 400 gross tonnage and above without auxiliary machinery on board and which pose no risk of pollution
  In this case, if the ships are fitted with machinery that potentially causes oily residues or mixtures, section A shall be applied.
  C. Self-propelled or non-self-propelled ships of 400 gross tonnage and above which are stationary except for non-cargo-carrying relocation voyages, under MARPOL, Annex I, regulation 14.3
  These shall comply with section A.
  D. Self-propelled ships of 400 gross tonnage and above which have auxiliary and propulsion machinery fitted on the main deck without an engine-room, provided that:
   
  • .1 The engines consume diesel oil and have closed-circuit freshwater cooling.
  • .2 They are provided with at least one holding tank of a volume adequate, to the satisfaction of the Administration, for the total retention on board of the oily bilge water;
  • .3 Drip trays are provided around the equipment and parts that contain oil, connected to the above-mentioned holding tank(s);
  • .4 The oily bilge water holding tank(s) is/are equipped with means to transfer the contents to reception facilities;
  • .5 Adequate reception facilities are available to receive such oily bilge water in a sufficient number of ports or terminals into which the ship calls;
  • .6 The quantity, time and port of discharge are recorded in the Oil Record Book, part I.
In these cases, if the ship undertakes international voyages and an International Oil Pollution Prevention Certificate is issued, the equivalent shall be mentioned in the certificate, which shall be authorized on a case-by-case basis by this Directorate-General.
