The word "port" used in this regulation includes all berths and sheltered locations where
loading and/or discharging may take place.
Regulation 22.3
Regarding the requirement that Administrations authorize watertight doors that may be
opened during navigation only after careful consideration of the impact on ship
operations and survivability taking into account guidance issued by the Organization, no
prescribed guidance with respect to stability survivability is considered necessary for
cargo ships. For cargo ships, these authorizations are left to the discretion of the
Administration.
Regulation 22.7
This provision applies to any hatches that are considered watertight in the damage
stability calculations, whether fitted above or below the bulkhead deck of passenger
ships or the freeboard deck of cargo ships.
