(a) If in the course of a particular voyage a
ship has on board a number of persons less than the total number stated
in the Passenger Ship Safety Certificate and is in consequence, in
accordance with the provisions of the present regulations, free to
carry a smaller number of lifeboats and other life-saving appliances
than that stated in the certificate, an annex may be issued by the
Government, person or organization referred to in regulation 12 or 13 of this chapter.
(b) This annex shall state that in the circumstances
there is no infringement of the provisions of the present regulations.
It shall be annexed to the certificate and shall be substituted for
it in so far as the life-saving appliances are concerned. It shall
be valid only for the particular voyage for which it is issued.
