NOTING that the Protocol of 1997 to amend the International
Convention for the Prevention of Pollution from Ships, 1973, as modified
by the Protocol of 1978 relating thereto (the 1997 Protocol) and Annex VI contained
therein provides for the designation of SOx Emission Control
Areas where specific criteria are met,
RECOGNIZING the concerns of a number of States regarding
the contribution to sulphur deposition by shipping particularly in
the North Sea and the damaging effects of that deposition,
NOTING the proposal to the Conference that the North Sea
should be designated as a SOx Emission Control Area,
1. INVITES the Marine Environment Protection Committee
(MEPC) to consider the above proposal for the North Sea, based on
justification in accordance with the criteria for the designation
of a SOx Emission Control Area contained in appendix II to Annex VI of MARPOL
73/78 and in compliance with the Guidelines on the organization and
method of work of the Maritime Safety Committee and the Marine Environment
Protection Committee and their subsidiary bodies; and
2. INVITES ALSO the MEPC to take necessary steps
in order that any measures agreed as a result of consideration of
the above proposal can be implemented as soon as reasonably possible.
