In determining what constitutes a minimum safe manning level,
useful guidance may also be obtained by use of risk and hazard management
tools such as formal safety assessment. The minimum safe manning levels
should be those required for all reasonably foreseeable circumstances
and working conditions to permit the safe operation of the vessel
under normal operational conditions.
The tables in Sections 26.2.8 and 26.2.9 provide guidance on
the numbers of certificated deck and engineer officers, and ratings
that may be considered appropriate to different sizes of vessels and
tonnages.
