Ship Recycling Facilities authorized by a Party shall establish
and maintain an emergency preparedness and response plan. The plan
shall be made having regard to the location and environment of the
Ship Recycling Facility, and shall take into account the size and
nature of activities associated with each Ship Recycling operation.
The plan shall furthermore:

.1 ensure that the necessary equipment and procedures
to be followed in the case of an emergency are in place, and that
drills are conducted on a regular basis;

.2 ensure that the necessary information, internal
communication and coordination are provided to protect all people
and the environment in the event of an emergency at the Ship Recycling
Facility;
-
.3 provide for communication with, and information
to, the relevant Competent Authority(ies), the neighbourhood and emergency
response services;
-
.4 provide for first-aid and medical assistance,
fire-fighting and evacuation of all people at the Ship Recycling Facility,
pollution prevention; and
-
.5 provide for relevant information and training
to all workers of the Ship Recycling Facility, at all levels and according
to their competence, including regular exercises in emergency prevention,
preparedness and response procedures.
