10.1 Ship recycling, if conducted in an environmentally
sound and a safe manner, is a positive benefit to the overall environment
and to specific national and local economies and represents the most
viable method of disposing of the majority of time-expired tonnage.
Therefore, if the transfer of technology or aid funding is necessary
to improve facilities and working practices in the facilities, organizations
or nation groupings with access to economic assistance funds should
co-operate with the Governments concerned with recycling on actual
infrastructure projects.
10.2 National or regional organizations should
co-operate with Governments in ship recycling States and other interested
parties on projects involving the transfer of technology or aid funding
to improve facilities and working practices in the recycling facilities.
