The Conference,

 HAVING ADOPTED amendments to the International Convention for the Safety of Life at Sea, (SOLAS), 1974, as amended, concerning the safety of bulk carriers,

 NOTING that SOLAS regulation XII/7 requires that a bulk carrier of 150 m in length and upwards of single side skin construction of 10 years of age and over shall not carry solid bulk cargoes having a density of 1,780 kg/m3 and above, unless it has undergone the enhanced surveys in accordance with the provisions of SOLAS regulation XI/2,

 RECOGNIZING that the provisions of the enhanced surveys under SOLAS regulation XI/2 took effect on 1 January 1996,

 RECOGNIZING ALSO that a significant number of bulk carriers had undergone the enhanced surveys under the provisions of resolution A.744(18) even before regulation XI/2 took effect, and such surveys may be recognized as effective for the purpose of application of regulation XII/7,

 RESOLVES that SOLAS Contracting Governments may permit the existing bulk carriers to which regulation XII/7 applies to carry solid bulk cargoes having a density of 1,780 kg/m3 and above, if such bulk carriers have been subject to a periodical survey equivalent to a periodical survey in accordance with the enhanced programme of inspections required by regulation XI/2, before 1 January 1996.
