1 The Maritime Safety Committee, at its ninetieth session
(16 to 25 May 2012), with a view to ensuring a uniform approach towards the application
of the provisions of SOLAS regulation II-1/3-5, and following a recommendation made by
the Sub-Committee on Ship Design and Equipment, at its fifty-sixth session, approved the
annexed unified interpretation concerning the means by which compliance with SOLAS regulation
II-1/3-5 is achieved.
2 In this context, it is recalled that 1 January 2011 was
the entry into force date of the amendments to SOLAS regulation
II-1/3-5 adopted by resolution MSC.282(86) and the date on which the interpretation of the term
"new installation of materials containing asbestos" as contained in MSC.1/Circ.1379 became effective.
3 The Maritime Safety Committee, at its ninety-seventh
session (21 to 25 November 2016), approved the amendments to the Unified interpretation of
SOLAS regulation
II-1/3-5 (MSC.1/Circ.1426), replacing all references to
resolution
MEPC.197(62) with references to
resolution
MEPC.269(68) and adding the footnote providing a definition of "materials
containing asbestos" to paragraph 2 of the annex to MSC.1/Circ.1426.
4 Member Governments are urged to implement as soon as
possible the annexed interpretation when verifying compliance with SOLAS regulation
II-1/3-5 and to bring it to the attention of all parties concerned.
5 This circular supersedes circular MSC.1/Circ.1426.
