Circular

  1 The Marine Environment Protection Committee, at its fifty-eighth session (6 to 10 October 2008), recognizing the necessity to provide appropriate guidance to Administrations in connection with the approval of ships' bilge water and oil residues (sludge) handling systems in order to facilitate compliance with MARPOL Annex I requirements while, at the same time, ensuring that there are no operational constraints to ships' personnel, approved the Supplementary Guidelines on approval of bilge and sludge handling systems (MEPC 58/23, paragraph 10.41), prepared by the Sub-Committee on Ship Design and Equipment at its fifty-first session, as set out in the annex.

  2 Member Governments are invited to use the annexed Supplementary Guidelines and to bring them to the attention of all parties concerned, including Administrations' ship surveyors and recognized organizations, as appropriate.
