2.1.1 A Master List
of surveyable items is prepared for each ship and a copy issued to
the Owner. A database exists giving details of the survey status,
overdue surveys and surveys due in the next six months, together with
any applicable Conditions of Class or Memoranda items.
2.1.2 An Owner is
normally made aware of a vessel’s survey status and scope of
forthcoming surveys by means of the following:

A quarterly listing of
the survey status of each vessel in the fleet.

Class Direct giving the
survey status information on a diskette supplied to the Owner.

Class Direct making survey
status information available to the Owner over the internet.
Attention is drawn to the fact that non-compliance with classification
requirements may lead to the withdrawal of class.
2.1.3 Periodical
Surveys and survey items should be dealt with by the due date and,
whilst attending on board, Surveyors should review the survey status
with the Owner/Naval Authority. The Certificate of Class should not
be endorsed on completion of Annual or Intermediate Surveys, or to
extend the Special Survey completion date, if other Periodical Surveys
or survey items are overdue and postponement cannot be agreed.
2.1.4 The Surveyor
should examine and be familiar with the C11(N) – the Record
of Watertight and Weathertight Closing Arrangements for the vessel.
2.1.5 The classification
status of a ship and the agreement to requests for postponement of
Periodical Surveys or survey items are the responsibility of the relevant
Committee after considering all the information and the Surveyor’s
recommendations.
2.1.6 Conditions
of Class should be dealt with at the due date or extended by agreement.
The Owner/Naval Authority should be informed that class will be jeopardized
if conditions of class are not dealt with by the due date, or further
extended by agreement.
2.1.7 It may not
always be possible to carry out surveys by the due date since the
ship in question may be deployed in an emergency. Such deployment
will not jeopardize the class of the vessel. The Owner/Naval Authority
should advise LR immediately when this becomes apparent and all C.O.Cs
or due dates for surveys will be held in abeyance. Where, in the opinion
of the Surveyor, there are serious deficiencies in the material state
of the vessel, these will be brought to the attention of the Naval
Authority.
2.1.8 Should differences
of opinion arise between an Owner/Naval Authority and the local Surveyor,
the case should be referred to the Surveyor in charge of the port
who, if unable to resolve these differences, should submit the matter
via his immediate Manager to LR Headquarters.
