1.1.1 When a Special
Survey is due, it is to be established with the Owner/Naval Authority
that it will coincide with a planned maintenance period for the vessel.
The Surveyor is to discuss, prior to this period, with the Owner/Naval
Authority which areas will need to be “opened-up” for
survey in order that these may be incorporated within the maintenance
programme, see
Ch 9, 3.1 General 3.1.1.
1.1.3 Surveys are
to be carried out by Exclusive Surveyors unless alternative arrangements
are agreed with LR prior to the survey being commenced.
1.1.4 Surveyors who
are not fully experienced in such inspections are to be joined by
an experienced Senior Surveyor.
1.1.5 A Docking Survey
should be carried out concurrently with the Special Survey.
1.1.6 At Special
Survey, or modernization refits, naval ships are often inactive for
a considerable time (months). Most surveys will be carried out at
the beginning of this period and therefore care needs to be taken
in ensuring that the ship receives suitable allowance for this in
assigning a date for survey, at the same time ensuring that the condition
of the items surveyed remain efficient until the next survey period.
1.1.7 If the Special
Survey, or the Continuous Survey cycle, is completed more than three
months before the due date, then the actual date of completion should
be recommended for assignment. In all other cases the due date should
be recommended.
1.1.8 Only in exceptional
cases can an extension beyond the due date be given and all requests
for such an extension are to be referred to the LR Naval liaison office.
In general, any extension would normally be for a maximum period of
three months to enable the vessel to complete its duties. Only if
the vessel is on a deployment can the extension be extended beyond
this limit. Upon satisfactory completion of surveys required for an
extension of the Special Survey, the Certificate of Class is to be
endorsed in the appropriate section and the validity of the certificate
extended as advised by the LR Naval liaison office.
