Extension of the validity of a certificate

BY may grant it on behalf of the Administration provided there is clear provision in the relevant convention for such extension.

Equivalence

Recognised Organisation (RO) shall refer the matter to the Administration with its views and then be guided by the decision of the Administration.

Exemption

Recognised Organisation (RO) may grant an exemption provided it is for a short period and alternative arrangements are in place, and the exemption is within the scope of the relevant convention.

The Administration authorises Recognised Organisation (RO) to issue electronic statutory certificates for Bahraini registered ships in accordance with IMO Circular FAL.5/Circ.39/Rev.2.

MARPOL 73/78

Annex I - IOPP Certificate

Annex II - NLS Certificate

Annex IV - ISPP Certificate

Annex V

Annex VI

MARPOL Annex VI shall enter into force for the Kingdom of Bahrain on 23 October 2026 (Marine Notice (1) 2026).

Exhaust Gas Cleaning System (EGCS)

(Marine Notice PMA/03/2019, in attached file “MARINE NOTICE PMA 03 2019.pdf”)

This Marine Notice is applicable to:

  1. All seagoing Bahraini flagged vessels (150 GT and above) registered under Amiri decree no. 14/1978 with respect to law for registration of ship and determination of safety conditions thereof.

  2. All foreign flagged vessels visiting Bahraini waters.

Using of EGCS

Under “Equivalents" principle, ships may use approved equivalent methods, such as EGCS "scrubbers", which clean the emissions before they are released into the atmosphere, provided it meet the requirements of IMO 2015 Guidelines for Exhaust Gas Cleaning Systems adopted by resolution MEPC.259(68).

Each EGC unit (Scheme A and B) should be approved by flag authority or Recognized Organizations (RO) on behalf of the flag administration and issued with a Compliance Certificate by the flag administration or RO.

EGCS Washwater Residue

Each ship fitted with an EGC unit should record the storage and disposal of washwater residues in an EGC log, including the date, time and location of such storage and disposal. The EGC log may form a part of an existing log-book or electronic recording system as approved by the Administration.

Miscellaneous technical requirements

Non-conventional ships

Refer to the Marine Notice 1/2014 in the attached file “MarineNotice1-2014”.

The safety regulations for ships not covered by the provisions of the conventions of the International Maritime Organization (IMO), in the attached file “GCCsafetyRegulationsForNon-ConventionalShips”, are intended to establish regional minimum safety standards for new and existing ships navigating in the Gulf Cooperation Council (GCC) countries region.

These regulations apply to:

  1. new cargo ships, including barges, engaged in maritime navigation, whose length overall is 12 metres or over and for which the provisions of the Conventions listed in the regulations are not mandatory

  2. passenger ship whose length overall is 12 metres or over but less than 24 metres and carrying less than 200 passengers operating on domestic voyages or voyages between GCC Countries

  3. local, existing and new, sailing ships that are used or modified as passenger ships.

Every ship coming into the GCC ports, which are subject to the Regulations, shall carry on board a copy of the Regulations and any subsequent amendments to it.

The Administration may continue to authorize the operation of an existing ship designed on standards lower than those set out in the present Regulations. However, such ships should at least satisfy those provisions which, in the opinion of the Administration, are considered necessary to ensure the safety of the ship and its crew during the voyage or voyages that it is expected to make.

Recognised Organisation (RO) is allowed to carry out surveys according to the GCC code and to issue the relevant certificates on behalf of the Bahrain Flag authorities.
