General policy
Agreement
The statutory delegation Agreement with Ghana Flag State has expired on the 31st October 2024 and has not been renewed.
Pending its renewal, all statutory surveys and certification are carried out directly by the Administration
An Agreement between the Ghana Maritime Authority and Recognised Organisation (RO) Marine & Offshore SAS has been signed and entered into force on 31 October 2019.

Interpretations, Equivalents and Exemptions
While interpretations of the applicable instrument, as well as the determination of equivalents or the acceptance of substitutes to the requirements of the applicable instruments are the prerogative of the Administration, Recognised Organisation (RO) will co-operate in their establishment as necessary. Recognised Organisation (RO) will apply the IMO interpretations and Circulars, as well as the available IACS Unified Interpretations, unless provided with written instruction to apply a different interpretation by the Administration.
Exemptions from the requirements of the applicable instruments are the prerogative of the Administration and must be approved by the Administration prior to issuance.
In instances where, temporarily, the requirements of an applicable instrument cannot be met under particular circumstances, proposals for such measures or supplementary equipment as may be available to permit the vessel to proceed to a suitable port where permanent repairs or rectifications can be effected or replacement equipment fitted, are to be acceptable to Recognised Organisation (RO) and agreed by the Administration.
The Administration reserves the right to suspend, cancel or revoke any certificate, document or approval issued by Recognised Organisation (RO) pursuant to this Agreement. The Administration will inform Recognised Organisation (RO) of the reasons for suspending, cancelling or revoking a statutory certificate.
Recognised Organisation (RO) may, having consulted with the Administration, suspend, cancel or revoke any statutory certificate issued on behalf of the GMA.
Reporting
In case where a ship did not in all respects remain fit to proceed to sea without danger to the ship or persons on board or presenting unreasonable threat of harm to the marine environment, Recognised Organisation (RO) shall report to the Administration without delay.
