General policy

Exemption

Refer to the application for exemption from regulations in the attached file “ApplicationForExemptionFromRegulations”.

Reporting

In order to ensure that the issuance of Ship Safety Construction Certificate by the Administration through Directorate General of Sea Transportation has been preceded by inspection, testing and monitoring for compliance with the requirements of Recognised Organisation (RO)’s rules, Recognised Organisation (RO) is requested to send to the Directorate of Shipping and Seafarer:

1. Ship construction drawings that have been approved

2. For new buildings, report of the results of Recognised Organisation (RO)’s supervision on ship construction aspects in periodical manner (quarterly) and survey reports for hull construction certification (certificate of classification) for Recognised Organisation (RO) classed ships.

If, during design assessment process before ship construction and ship building under Recognised Organisation (RO) supervision, deviation from statutory requirements are found, Recognised Organisation (RO) is requested to immediately report to the Director of Shipping and Seafarer through Sub Directorate of Ship Seaworthiness for consideration.

Role for Classification and Statutory certification of ships

Biro Klasifikasi Indonesia (BKI) class is no more mandatory for Indonesian flagged ship.

Owner / manager may either choose IACS class or BKI (no more required to be dual class: IACS / BKI).

Classification for both domestic and international voyage: single class IACS member or double class (BKI and IACS classed at the same time).

Statutory certification:

• Domestic voyage: Flag Authority only

• International voyage: BKI only

In general, Indonesian flag will accept all LSA approved by all IACS members, including MED certificates issued by IACS members.

LOAD LINE CERTIFICATE

Procedure for granting authorization for issuing ILLC for IACS member

Issuing international certificate load line is under the Indonesia government authorization that delegate to the foreign classification society operated in Indonesia as a member of IACS and have not agreement with the government of Indonesia as per RO Code.

Classification society prior commencing the survey and issuing certificate of load line on behalf of Indonesia flag administration shall obtain agreement which is the authorization letter from the government, in this case Sea Transportation General Directorate, Shipping and seafarer directorate.

For the initial, annual, renewal of the load line certificate, and change of flag, the load line authorization letter approval number is to be stated on the certificate as a comment (i.e “Flag approval number xxxxxxxxx date xxxxxxx”) (see sample in attached file “Sample Loadline Authorization letter SEACOM”).

After completion of the load line survey (LLCF,LLPI, LLPS), the scan copy of issued or endorsed load line certificate together with the load line authorization letter are to be sent to:

Where the ship has 2 (two) classification society (dual class), then the issuing of certificate of load line can only be issued by either one of the classification society that obtained authorization letter from the government (owner preference).

The type of surveys and certification of load line that require authorization from the government are- Authorization in case of Initial Issuance Certificate- Authorization in case of Renewal Certificate- Authorization in case of Transfer of Class (TOCA)- Authorization in specific case.

National Load Line Certificate

With reference to Part 7 of the Ministry Regulation No 39 (PM39 2016), issuance of National Certificate under Indonesia flag is subject to a case-by-case delegation as the National Load Line certificate will be issued by Recognised Organisation (RO) subjected to authorization letter by Indonesia flag (see above procedure in Procedure for granting authorization for issuing ILLC for IACS member).

For vessel which only voyage in Indonesian water, the LLC will be referring to Decree from minister of transportation no. PM. 39 Year 2016. A dedicated “National Load Line Certificate” is available in ASMS2.
