General policy

Agreement

An Agreement between The Irish Maritime Administration Department of Transport and Recognised Organisation (RO) SA has been signed with entry in force on 3rd October 2025.

The Agreement and its Appendix 1 show the details of authorisation granted (see Agreement for the delegation of duties to recognised organisations to Appendix 1 to the Agreement).

Reporting to the Administration

When Recognised Organisation (RO) determines that the condition of a ship or its equipment does not correspond substantially with the particulars of the certificate or is such that the ship is not fit to proceed to sea without danger to the ship, or persons on board, Recognised Organisation (RO) shall immediately ensure that corrective action is taken and shall in due course notify the Administration. If such corrective action is not taken the relevant certificate should be withdrawn and the Administration shall be notified immediately; and, if the ship is in the port of another Party, the appropriate authorities of the port State shall also be notified immediately. The report shall contain the name and official number/IMO number of the vessel and a description of the circumstances and the conditions imposed. This only relates to certificates for which Recognised Organisation (RO) is authorised to issue or endorse.

Recognised Organisation (RO) shall notify to the Administration in writing the name and official number/IMO number of any Irish registered vessel suspended, terminated or removed from the class of Recognised Organisation (RO) for which Recognised Organisation (RO) has performed any function delegated under this Agreement. The notification shall be made within 30 days from the effective date of the suspension, termination or removal of the class, and shall include a description of the reasons for such actions.

Interpretations, Equivalents and Exemptions

While interpretations of the applicable instruments, as well as the determination of equivalents or the acceptance of substitutes to the requirements of the applicable instruments are the prerogative of the Administration, Recognised Organisation (RO) will co operate in their establishment as necessary to the general satisfaction of the Administration.

Exemptions and acceptance of equivalents from the requirements of the applicable instruments are the prerogative of the Administration and must be approved by the Administration prior to issuance. A formal request must be submitted by the owners of the ship, or the ISM operating companies who have been delegated the responsibility of managing the ship by the owner, to the Administration via Recognised Organisation (RO). Recognised Organisation (RO) shall forward any such requests together with their recommendation including any supporting documentation for approval by the Administration.

In instances where, temporarily, the requirements of an applicable instrument cannot be met under particular circumstances, the Recognised Organisation (RO) surveyor, in consultation with the Administration, may accept such measures or supplementary equipment as may be available to permit the vessel to proceed to a suitable port where permanent repairs or rectifications can be effected or replacement equipment fitted.

Approved service suppliers for radio communication equipment

While remaining responsible for the certification on behalf of Ireland, Recognised Organisation (RO) may subcontract radio surveys to non-exclusive surveyors, in accordance with the relevant provisions of the RO Code.

Such subcontractors shall not be the person or entity providing shore based maintenance services to the vessel that is subject to such a radio survey.

Transfer of Registration to Irish Registry

Where an owner expresses an interest in or requests transfer of a ship classed by Recognised Organisation (RO) to the Irish Registry, the owner shall be advised to contact the Administration.

In the case of a new building or an existing ship, copies of all approved plans, relevant approvals and documents held by Recognised Organisation (RO) shall be forwarded to the Administration.

Meaning of “to the satisfaction of the Administration”

Where a requirement in a Convention contains a vague expression such as "to the satisfaction of the Administration”, the IMO unified interpretations and/or the IACS Unified Interpretations shall be adopted, if published, unless the Administration has issued an appropriate circular or Marine Notice. Where no circular or Marine Notice has been issued and no IMO and/or IACS unified interpretation have been published, Recognised Organisation (RO) shall contact the Administration to seek instruction. Any such request shall include Recognised Organisation (RO)'s recommended course of action.

Extension of certificates

Recognised Organisation (RO) shall contact the Administration on a case by case basis for endorsement to extend certificates.

Electronic Certificates

Recognised Organisation (RO) is authorized to issue electronic statutory certificates to Irish ships in accordance with IMO Guidelines FAL.5/Circ.39/Rev.2.

LL 66

Load Line Certificate

Recognised Organisation (RO) has full delegation for carrying out the surveys and for issuance and endorsement of the certificate.

SOLAS 74

General

The Administration applies the SOLAS Convention in its updated revision, including associated codes.

Cargo Ship Safety Construction Certificate

Recognised Organisation (RO) has full delegation for carrying out the surveys and for issuance and endorsement of the certificate, including approval of the Stability Information Booklet.

Lifting Appliances and Anchor Handling Winches (SOLAS II-1/3-13)

The Administration applies the IMO MSC.1/Circ.1662 and MSC.1/Circ.1663/Corr.1 for implementation of these SOLAS provisions.

Cargo Ship Safety Equipment Certificate

Recognised Organisation (RO) has full delegation for carrying out the surveys and for issuance and endorsement of the certificate.

Simplified Voyage Data Recorder (S-VDR) requirement

(Marine Notice No. 12 of 2009)

  1. for cargo ships ≥ 20,000 GT constructed before 1 July 2002:

    at the first scheduled dry-docking after 1 July 2006 but not later than 1 July 2009;

  2. for cargo ships ≥ 3,000 GT but ≤20,000 GT constructed before 1 July 2002:

    at the first scheduled dry-docking after 1 July 2007 but not later than 1 July 2010;

The Administration may exempt cargo ships engaged on international voyages from the requirements.to be equipped with a simplified voyage data recorder (S-VDR) when such ships will be taken permanently out of service within two years after the implementation dates specified.

The Administration may exempt all ships, other than ro-ro passenger ships, constructed before 1 July 2002 from being fitted with a VDR where it can be demonstrated that interfacing a VDR with the existing equipment on the ship is unreasonable and impracticable

Requirements for maintenance, thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear (MSC 402(96))

(Marine Notice No. 52 of 2020)

The annual and five yearly thorough examination, operational testing, repair, and overhaul of lifeboats, rescue boats and fast rescue boats, launching appliances and release gear carried out in accordance with SOLAS regulation III/20 must be carried out by certified personnel of service providers authorised by the Administration.

The Administration may accept, with prior agreement, service providers authorised by:

  • another SOLAS contracting government, or

  • an organization recognized by the Administration (RO).

Personnel carrying out all annual and five yearly maintenance and inspection work covered in MSC Circular 402(96) must be certified for each make and type of equipment for which they provide the service and be trained either by the equipment manufacturer, or the authorised service provider.

Equipment manufacturers must also be authorised as service providers by the Administration, another SOLAS contracting government or an organization recognised by the Administration (RO), when acting as service providers.

In cases where the equipment manufacturer is no longer in business or no longer provides technical support, the Administration may authorize service providers on the basis of holding prior authorisation for the equipment and long term experience as the service provider for the equipment in question.

Lifeboat release mechanism

(Marine Notice No 54 of 2011)

The Administration requires Fall Preventer Devices (FPDs) to be fitted in the circumstances outlined in the paragraph 6 of the Annex of the “Guidelines for Evaluation and Replacement of Lifeboat Release and Retrieval Systems” (MSC.1/Circ.1392). This requirement will be checked during safety equipment surveys. Additional information concerning the fitting of FPDs is contained in MSC.1/Circ.1327.

In accordance with the early application of SOLAS Chapter III, Regulation 1.5 referred to in MSC.1/Circ.1393, for new Irish ships constructed on or after 20th May 2011, it is anticipated that the on-load release and retrieval systems fitted on-board such new ships will be required to comply with the provisions of the LSA Code as amended by resolution MSC.320(89).

Servicing of a vessel’s inflatable liferafts, inflatable lifejackets, marine evacuation systems, Hydrostatic Release Units, inflated boats, rigid and inflated rescue boats

Refer to the Marine Notice No 53 of 2012, in the attached file “MN53of2012”.

SOLAS and MED inflatable liferafts, inflated and rigid inflated rescue boats, inflated boats, inflated life jackets (including immersion suits complying with the requirements for lifejackets), hydrostatic release units (HRU’s) and marine evacuation systems, which form part of the life-saving appliances, are required to be serviced at intervals not exceeding 12 months. And this annual servicing must be carried out by a service station which has been formally appointed by the manufacturer of the approved equipment.

The names and contact details of the currently approved liferaft service stations in Ireland and which have been approved by the Minister for Transport, Tourism and Sport are listed in Annex I of this Marine Notice.

Cargo Ship Safety Radio Certificate

Recognised Organisation (RO) has full delegation for carrying out the surveys and for issuance and endorsement of the certificate.

Revised Chapter IV (MSC.496(105))

Refer to the Marine Notice No. 18 of 2026 in the attached file “18 of 2026 Merchant Shipping (Radio) Rules 2026”.

The Merchant Shipping (Radio) Rules 2026 (S.I. No. 125 of 2026), which were signed into law on 1 April 2026 and came into force on the same date, implement the revised Chapter IV of the annex to the International Convention for the Safety of Life at Sea, 1974 (SOLAS Convention), adopted by resolution MSC.496(105), and replace existing radio rules.

Annex VI. IAPP, EIAPP and IEE certificates

IAPP

Recognised Organisation (RO) has full delegation for carrying out the surveys and for issuance and endorsement of the certificate.

Recognised Organisation (RO) is to obtain the Administration’s agreement before granting an extension of the validity of the IAPP certificate.

EIAPP

Recognised Organisation (RO) is authorized to:

  1. perform Pre-certification survey and issue of certificate in accordance with NOx Technical Code 2008;

  2. perform Initial engine certification survey, issue of EIAPP certificate and amendment of IAPP certificate in accordance with NOx Technical Code 2008;

  3. Approve the technical file in accordance with NOx Technical Code 2008.

IEE

Refer to the Marine Notice No. 66 of 2012 in the attached file: “MN66of2012_IEECertificate_MarpolAnnexVI”.

Subject to the necessary criteria, existing ships shall be provided with an IEE certificate at the first intermediate or renewal survey of the International Air Pollution Prevention (IAPP) certificate, whichever is the first, on or after 1 January 2013.

For existing ships the certificate is only valid in combination with the Ship Energy Efficiency Management Plan (SEEMP). This plan needs no approval (guidance only).

The survey for the SEEMP is only linked to the survey date for the IAPP certificate.It is expected that the SEEMP will be referenced in the appropriate part of the Safety Management System (SMS) and thereby form part of the ship’s SMS.

Recognised Organisation (RO) has full delegation for surveys and issuance of the certificate.

Data Collection System for fuel oil consumption of ships

Recognised Organisation (RO) is authorized to perform the following statutory activities:

  • Reviewing of SEEMP Part II and issuance of Confirmation of Compliance, (MARPOL Annex VI, Regulation 5, para. 4.5)

  • Verification of reported data (MARPOL Annex VI, Regulation 22A)

  • Issuance of Statement of Compliance (MARPOL Annex VI, Regulation 5, Regulation 6)

  • Submission of reported data to the IMO Ship Fuel Oil Consumption Database (MARPOL Annex VI, Regulation 22A, para. 9)

The statutory certification services in accordance with Regulation 22A of MARPOL Annex Vl shall be carried out for a given ship by the same RO that is authorised by the Administration for the issue of certificates in accordance with Annex Vl of the International Convention for the Prevention of Pollution from Ships.

Enhanced granularity in the IMO DCS (MEPC.385(81))

The Administration does not early implement the enhanced level of granularity with respect to the information to be submitted to the IMO Ship Fuel Oil Consumption database.

EEDI, EEXI and CII

Recognised Organisation (RO) is authorized for the functions below:

  • Verify the attained EEDI;

  • Verify the attained EEXI after consideration of the submitted EEXI Technical File;

  • Verify the Onboard Management Manual where Overridable Power Limitation (OPL) is required;

  • Verify the SEEMP Part III and issue the Confirmation of Compliance;

  • Verify the attained annual operational CII;

  • Determine the operational carbon intensity rating and issue the related Statement of Compliance;

  • Submit the verified data to the IMO Ship Fuel Oil Consumption Database.

The Administration requires that the above will only be authorized in the case that the ship shall be issued with all MARPOL Convention certificates by the same RO.

MARPOL Electronic Record Books

The Electronic Record Books (ERB) are not allowed by the Administration.

BWM Convention

General

The Administration applies IMO Resolution A.1088(28), when the Convention enters into force, until Regulation B-3 is amended.

Where an Owner wishes to complete their statutory renewal surveys early, the agreement of the Administration is to be obtained.

(Marine Notice No. 83 of 2023 in attached file “83 of 2023 - International Convention for the Control and Management of Ships Ballast Water and Sediments”)

The BWM Convention comes into effect in Ireland on 29 February 2024.

All shipowners (including fishing vessels owners) of ships 400 gross tonnes and above are required to contact the relevant Recognised Organisation in order to exchange their current Statements of Compliance with the requirements of the BWM Convention for an International Ballast Water Management Certificate.

For those ships that do not have a current Statement of Compliance, the shipowner or fishing vessel owner must contact a Recognised Organisation to arrange for an appropriate survey to be undertaken in order to be issued with an International Ballast Water Management Certificate once the vessel is in compliance with the BWM Convention.

The Administration considers that the BWM Certificates should be issued on or as soon after 29th Feb 2024 based on the existing Statements of Compliance/SoC and based on a written confirmation from the Owner to Recognised Organisation (RO) that there have been no changes to the existing BWM system (on which the SoC was based) and that the BWM system is in good working order.

Exceptions (Reg. A-3), Exemptions (Reg. A-4) and Equivalences (Reg. A-5) are to be referred to the Administration.

Advanced IOPP renewal survey

A case by case examination is to be carried out by the Administration for their decision.

In case of decoupling, the survey date is to be kept within the current survey window, with the next IOPP renewal to have the same validity date day and month as all other certificates, except for the year.

BWM Plan

Compliant Ballast Water Management Plans on board Irish ships may be stamped by Recognised Organisation (RO) noting compliance with BWMC requirements with no reference to Ireland.

A reference to Regulation A-3 “Exceptions” is to be included in the approved BWM plan (Safety and Emergency provisions).

The BWM Plan should include contingency measures.

BWM System

The Administration recommends that a Type Approval Certificate is available on board for all BWM systems.

BWM Electronic Record Book

The Administration accepts the use of approved Ballast Water Management electronic Record Books.

However, this is not delegated to ROs.

AFS Convention

Anti-Fouling System Certificate

Recognised Organisation (RO) has full delegation for carrying out the surveys and for issuance and endorsement of the certificate.

Miscellaneous technical requirements

Fishing vessels

New fishing vessels over 24 m in length

(Directive 97/70/EC)

The Administration surveys the stability, structural fire protection, fire-fighting, life-saving appliances, radio equipment and means of escape of the fishing vessels falling under the scope of European Directive 97/70/EC.

The Society is in charge of the hull and machinery aspects. The Marine Centre issues an attestation at the ship’s delivery and when she is submitted to the renewal class survey.

Classification notations (Recognised Organisation (RO) Rules, Part A, Chapter 1, Section 2) are listed on the attestation.

Guidelines for the survey of fishing vessels of 15m LOA and over

(rev 18/11/09 Chapter “Machinery” has been added)

These guidelines provides practical guidance to the surveyor undertaking the survey of an existing fishing vessel of 15m Loa and over.

Survey of classed vessels

Where the survey of a vessel classed with Recognised Organisation (RO) for the issue of a Fishing Vessel Safety Certificate or a Fishing Vessel Certificate of Compliance is to be undertaken, a valid hull and / or machinery class certificate issued by Recognised Organisation (RO) may be accepted by the Minister as an equivalent provision for those items covered by Parts 2 & 4 or Chapter II & IV as appropriate, provided there is no evidence of non-compliance. The guidance in Part C should be followed. Where there is a clearly identified shortfall in Recognised Organisation (RO) rules in respect of compliance with a specific requirement of the applicable statutory regulations, then this should be brought to the attention of the Chief Surveyor.

Periodic servicing and maintenance of launching appliances and on-load release gear for survival craft and rescue boats on-board fishing vessels

Refer to the Marine Notice No. 15 of 2023, which refers itself to the Marine Notice No. 52 of 2020.

The safety and operational readiness of launching appliances and on-load release gear for survival craft and rescue boats fitted on-board fishing vessels is of critical importance. The arrangements contained in Marine Notice No. 52 of 2020 apply, as appropriate, to fishing vessels.Compliance with the requirements will be verified during the safety surveys of fishing vessels.

Electrical systems in small craft

(Refer also to Marine Notice No. 58 of 2011, which gives further recommendations on how to carry out this examination)

Testing of systems

The “Guidelines for survey of fishing vessels of 15m length overall and over” (available at www.dttas.ie and follow the path: Maritime - Maritime Safety Directorate - Marine Survey Office (MSO) - Survey Procedures and also displayed in Guidelines for the survey of fishing vessels of 15m LOA and over) give guidance on checking and testing electrical systems to comply with the regulations.

Surveyors should be satisfied that the requirements of the IEC 60092 International Standard are generally followed and that the condition of the electrical installation, equipment, wiring, safety devices, control gear, fittings on switchboards and spare gear remain fit for purpose. Over-current and reverse power trip systems for generators should be tested in the surveyor’s presence. The condition of generator stators and rotors and their windings and the electrical connections, slip rings, etc. should be verified.

Electrical equipment, where used for lighting only, shall be given a general examination and, if considered necessary, a test shall be made on the wiring and fittings. When electrical equipment is used for driving essential machinery, steering gears or windlasses, the prime movers shall be opened up for inspection, if necessary. All generators and essential motors shall be inspected as far as practicable without dismantling any fixtures or casings, unless such dismantling is deemed necessary. A test shall be made on generators, motors, cables, heaters and fittings, if necessary. All generators shall be run and all main switches and circuit breakers shall be operated.

Surveyors should be satisfied that routine testing and overhauling of generators, motors and other electrical parts of essential auxiliaries and electrical installations is carried out and recorded, and insulation tests should be made if considered necessary.

European Marine Equipment Directive 96/98/EC

Refer to Statutory surveys - General, Sections 7 & 8.

Sulphur content of marine fuels - Approval of sampling points

With reference to “Commission Implementing Decision (EU) 2015/253” of 16 February 2015 laying down the rules concerning the sampling and reporting under Council Directive 1999/32/EC as regards the sulphur content of marine fuels”, Article 6.1 “On-board spot sampling” QUOTE Member States shall take the on-board spot sample of marine fuel through a single or multiple spot sample at the location where a valve is fitted fro the purpose of drawing a sample in the fuel service system, as indicated on the ship’s fuel piping systems or arrangement plan as approved by the Flag Administration or RO acting on it’s behalf. UNQUOTE

Plans showing where a valve is fitted for the purpose of drawing a sample with the fuel service system (fuel piping system or arrangement plan) are to be approved by Recognised Organisation (RO).

Ship Recycling

Statutory certification services under Regulation EU No. 1257/2013

(Administration Letter MLL 15/4, Marine Notice No.4 of 2019 amended 28/02/2019)

The Administration authorises Recognised Organisation (RO) for the verification of the Inventory of Hazardous Materials (article 5). Furthermore, Recognised Organisation (RO) is authorised for the initial, additional, renewal and final surveys as per article 8 of the Regulation and the issuance of the Certificate on Inventory of Hazardous Materials and the Ready for Recycling Certificate as per article 9 of the Regulation.

Updated formats in commission implementing decisions (EU) 2026/121 and (EU) 2026/116

The Administration is not implementing the Commission Implementing Decisions (EU) 2026/121 and (EU) 2026/116, on 19 January 2026.

Recognised Organisation (RO) must continue to issue the EU SRR certificates and any possible SoC issued against the IMO Hong Kong Convention.

Hong Kong Convention

The Administration has not ratified the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships. A SoC on behalf Recognised Organisation (RO) is to be issued.

1 - 2014 MLC amendments to the Convention

As of 18 January 2017, each ship must carry on board a certificate, or other documentary evidence of financial security to comply with these new provisions. Information regarding contents of the certificate or other documentary evidence is provided in the new Appendix A2-1 and A4-1 of the MLC, 2006.

Shipowners should ensure that an amended DMLC Part II, with the updated provisions relating to the 2014 amendments, is duly certified by the Competent Authority or Recognised Organisation, as appropriate. This should be done at the earliest opportunity and no later than the first MLC Renewal Inspection due after 18 January 2017, at which time compliance with these new provisions will be inspected.

2 - Seafarer Employment Agreement

Regulation 2.1 and Standard A2.1 of MLC, 2006 provide that each Member State shall require ships that fly its flag to ensure that seafarers are provided with a Seafarer Employment Agreement signed by both the seafarer and the shipowner providing them with decent working and living conditions on board the ship. The Merchant Shipping (Maritime Labour Convention) (Seafarer Employment Agreement and Wages) Regulations 2014 (S.I. No. 373 of 2014) implement the provisions of the Maritime Labour Convention, 2006 relating to seafarer employment agreements. Regulation 6 provides that the Minister may, at any time, specify in a Marine Notice, the format to be used for a seafarer employment agreement. In keeping with those provisions, a Pro Forma copy of a Seafarer Employment Agreement can be found in Annex 1 of this notice, detailing the minimum contents required.

Working Hours on Fishing vessel

Annex to Council Directive 2017/159/EU relates to Hours of Work and Rest. Provisions of Article 11 of this Annex prescribe maximum hours of work and minimum hours of rest for workers on board sea-going fishing vessels, require records to be kept of their hours of work or rest and provide for enforcement measures.
