General policy

Agreement

An Agreement has been signed between the Lithuanian Transport Safety Administration and Recognised Organisation (RO) SA. This Agreement commences on 26th January 2024.

The Agreement and its Appendix show the details of authorisation granted (see Agreement governing inspection, survey and statutory certification services and Annex to the Agreement).

Communication and liaison

Communication are made through Marine Operational Centre.

Interpretations, deviations and equivalent solutions

While interpretations of the applicable instruments, as well as the determination of the acceptability of proposed equivalents or the acceptance of substitutes to the requirements of the applicable instruments are the prerogative of the Administration, Recognised Organisation (RO) will cooperate in their establishment as necessary.

The Administration considers acceptable unified interpretations adopted by the International Maritime Organization (hereinafter - IMO) and unified interpretations of the International Association of Classification Societies (hereinafter - IACS).

Exemptions and deviations from, and equivalents to, the requirements of the applicable instruments are the prerogative of the Administration and must be approved by the Administration prior to issuance. Requests for exemptions, waivers, equivalents, including supporting information and a recommendation from Recognised Organisation (RO), shall be forwarded to the Administration for review and approval prior to execution.

In cases where, temporarily, the requirements of an applicable instrument cannot be met under particular circumstances, proposals for measures or supplementary equipment as may be available to permit the Lithuanian ship to proceed to a suitable port where permanent repairs or rectifications can be effected or replacement equipment fitted are to be acceptable to Recognised Organisation (RO) and agreed by the Administration. Depending on the complexity of the case Recognised Organisation (RO) shall issue the Lithuanian ship an appropriate document (short-term certificate), describing measures or supplementary equipment fitted, if any, and the period for permanent repairs or rectification. Information and (or) copies of documents issued shall be forwarded to the Administration.

Transfer of class and class reinstatement

The scope of statutory surveys is subject to the Administration agreement before issuing any certificates to a ship, which has been declassed (class suspended or withdrawn) for safety reasons or in case of change of classification society.

Recommended practices on technical standards to be applied on Lithuanian flagged ships

(Letter from the Administration No. 6(116)S-1095 and dated 25^th September 2012)

The Lithuanian Maritime Safety Administration clarifies its position regarding interpretation of statutory requirements by the ROs:

The technical requirements for Lithuanian flagged ships are the applicable International Conventions of the IMO, ILO and ITU, together with amendments and mandatory resolutions in force on date of application.

National and European Union requirements are listed in Annex to the Class Agreement and are to be applied in their up-to-date version. Lithuanian Maritime Safety Administration will notify ROs local representations of any significant changes that may affect the survey and certification services performed by the RO on behalf of the Administration and relevant information will be also made available on the website www.msa.lt.

In applying standards, ROs should take account of any relevant interpretation, clarification or other information issued or provided by Lithuanian Maritime Safety Administration.

Should Lithuanian Maritime Safety Administration issue such interpretations, RO’s local representations will be notified and relevant information will be made available on the website www.msa.lt.

In the absence of such Lithuanian Maritime Safety Administration issued direction, IMO guidance as contained in IMO resolutions and circulars should be considered.

In the absence of either flag state or IMO guidance, relevant technical standards of the RO, including IACS URs, UIs, PRs, etc. should be considered.

The Administration also recommends ROs in cases when Lithuanian flagged ships, built before the date on which any relevant amendements enter into force are to undergo repairs, alterations and modifications of a major character (substantial alteration of the dimensions of a ship, change of ship type, etc.) to consult Lithuanian Maritime Safety Administration regarding the extent to which such ship shall meet requirements for ships constructed on or after the date on which any relevant amendments enter into force (SOLAS Chapter II-1, Regulation 1). In such cases, the Administration would like to be consulted even if RO has full authorization (marked “A” in the Annex to Class Agreement) to issue certain certificate (for example International Tonnage Certificate under the provisions of the International Convention on Tonnage Measurement, 1969).

Electronic certificates

Recognised Organisation (RO) is authorized to issue electronic certificates.

SOLAS 74

Cargo Ship Safety Certificate

On the owner’s request, this certificate can replace the International Cargo Ship Safety Construction Certificate, the Cargo Ship Safety Equipment Certificate and the Cargo Ship Safety Radio certificate.

Cargo Ship Safety Construction

Stability calculation by computer

A copy of the approved test conditions and the operation manual for the computer / software are to be available onboard.

If the software is type approved, only a verification of the user's manual, stored data and test calculations for the specific vessel shall be carried out.

Recognised Organisation (RO) shall accept software type approved by any RO authorized by the Administration.

To validate the proper functioning of the computer hardware and software, pre-defined standard loading conditions shall be run in the computer periodically, at intervals recommended by the suppliers but at least at every annual load line inspection, and the printout shall be maintained on board as check conditions for future reference.

Lifting appliances (SOLAS II-1/3.13)

The requirements of SOLAS regulation II-1/3-13 for lifting appliances which have safe working load bellow 1000 kg will be applied on board of Lithuanian Flag vessels.

Cargo Ship Safety Equipment

Fire fighting

Ozone-depleting halons are not permitted in fire-fighting systems of ships.

Lifeboats

Implementation of MSC.1/Circ.1206

Refer to fax from the Administration dated 23/01/2007 (see the attached file “msa_cir1206_4636_0001”).

Administration will keep the MSC.1/Circ.1206 on a non-mandatory basis for transitional period until the final decision of the Maritime Safety Committee will become effective.

At this stage Administration’s decision related to the provisions of SOLAS regulations III/20.11.1.2 and 20.11.2.2 is as follows:

The annual thorough examination of launching appliances and lifeboats, tests of relating operations shall be carried out in accordance with the instructions developed by manufacturer and with the procedures laid down in Appendix of MSC.1/Circ.1206.

When the manufacturer’s representative or a person appropriately trained and certified by the manufacturer is not available the examinations and tests of relating operations shall be conducted by appropriately trained service provider, who is recognized or approved by Recognised Organisation (RO) or approved by the Administration. In case where the service provider is nominated by the shipowner the Administration’s permission is necessary.

Safety of navigation

LRIT

The Lithuanian Maritime Safety Administration (hereinafter – Administration) has authorized the following companies to carry out the testing and certification of LRIT system on ships sailing under the flag of the Republic of Lithuania:

The ships must keep aboard a testing protocol of testing application service provider, authorized in Lithuania after 01-01-2009, upon carrying out of the ordinary (annual or periodical) inspection of radio equipment of the ship, LRIT.

LRIT equipment has to be included in the annexes of the corresponding certificates, provided that the ship has a testing protocol of this system, corroborating the compliance of the system with the operational standard, approved by resolution MSC.263(84).

BNWAS - Equivalent arrangement accepted under regulation I/5(b)

(SLS.14/Circ.478 dated 30/10/2012)

In accordance with reference to SOLAS regulation V/19.2.2.4, the Administration exempt Bridge Navigational Watch Alarm System (BNWAS) installed before 1 July 2011 from full compliance with the standards adopted by IMO.

Digital Nautical Publications

(SLS.14/Circ.550 dated 01/05/2014)

The Administration accepts for Lithuanian ships the carriage of nautical publications in digital form considering MSC-MEPC.2/Circ.2 and provided that the following conditions are satisfied:

• ships that are liable to implement on board the ISM Code shall indicate the relevant procedures in their safety management system

• digital nautical publications are issued officially by or on the authority of the Government authorized hydrographical office or other relevant Government institution and are genuine and obtained legally

• the publications in digital form are always available to the Officer of the Watch at any time without any limitations in respect of night vision, energy source, breakdown of primary digital publications system.

• digital nautical publications are installed in the computer that is used solely for navigational tasks and that has its power supply from the main and emergency power sources. The computer shall be situated on the navigational bridge.

• as a backup, the up-to-date digital nautical publications shall be installed in an additional computer used for the navigational tasks and ship administration only.

• equipment installed for digital publications shall be conformed to MSC/Circ.891 and MSC/Circ.982. Issues of MSC/Circ.1091 to be considered.

List of periodical inspections for equipment (including radio)

A list of periodical inspections for radio, navigation, firefighting equipment, lifesaving appliances, and electrical safety tools is displayed in the attached file “List of periodical inspections_LT”.

Passenger Ship Safety Certificate

Recognised Organisation (RO) issues interim certificate valid for maximum 3 months.

The survey report and a copy of the interim certificate to be forwarded to the Administration indicating what period the certificate can be issued for. The Administration issues the full term certificate.

SOLAS Code

POLAR Code

Recognised Organisation (RO) is fully authorized to carry out necessary surveys and issue/endorse the Polar Ship Certificate.

MARPOL 73/78

Annex I. IOPP certificate

Phasing out of single hull oil tankers

All statutory certificates should be withdrawn when the oil tanker reaches its phase-out date according to the MARPOL Annex I Regulation 20.

The Administration (CSS) shall be informed about the withdrawal 3 months prior to the withdrawal.

On the owners request the RO shall issue a statement confirming the vessels compliance with the IMO / EC regulation.

The statement shall, as a minimum, include the following information:

1. Category of oil tanker.

2. Date of final phasing out.

3. Way of compliance, e.g. double hull and/or equivalent design with references to appropriate regulations (IMO and/or EC).

Oily Water Separators

(LMSA 13-08-2008 No 7(115)-S-824)

When carrying out annual or periodical inspection of oily waters treatment facilities, the following apply:

1. The OWTF approved according to resolution A.393(X) has to be inspected while the OWTF are being operated according to their intended purpose.

2. In case the construction does not have a recirculation operation mode, the section of piping between the OWTF and outboard valve must be dismantled. Sample of the effluent shall be taken for analysis by an independant laboratory. Samples need not be taken for OWTF approved according to MEPC resolutions 60(33) or 107(49), provided that the ship holds the facilities’ calibration certificate.

3. Protocol of the results of treated water analysis must be kept aboard of the ship for at least until the next OWTF inspection.

4. OWTF inspection and sampling of the treated water must be carried out when performing annual and periodical inspection of the ship according to requirements of Annex I of MARPOL.

This equipment is to be inspected as follows:

1. A sample as to be taken in the presence of a Recognised Organisation (RO) surveyor. The sample is to be tested at an approved laboratory. If no such laboratory is available, the test may be carried out by any other Flag Administration’s official / recognised / accredited laboratory that is acceptable to Recognised Organisation (RO).

2. The test results are to be kept on board until the next OWS test at least.

3. The tests are to be conducted during annual / intermediate / renewal surveys. Recognised Organisation (RO) surveyor shall mention in the report that he / she witnessed the sampling.

4. If the test results are not received before the MARPOL Annex I survey is completed, the IOPP certificate may still be endorsed / issued as long as the rest of the items are found to be in order. Owners must send a copy of the test report directly to the Administration.

Recognised Organisation (RO) may, at the owner’s request, issue a Statement of Compliance.

Annex VI

IAPP certificate

Recognised Organisation (RO) shall accept equipment type approved by any Recognised Organization authorised by the Administration.

Ozone-depleting halons are not permitted in fire-fighting systems of ships.

IEE certificate

Recognised Organisation (RO) is fully authorized for the issuance of the IEEC.

The certificate shall be issued following confirmation that the ship is provided with a SEEMP and verification, if applicable, of the EEDI. For new ships, the IEEC shall be issued on delivery.

For existing ships, the IEEC shall be issued and no later than the first MARPOL Annex VI intermediate or renewal survey after 1^st January 2013, whichever is first.

Use of freon in refrigerating equipment

Data Collection System for fuel oil consumption of ships

Recognised Organisation (RO) is authorized to perform the following statutory services:

• Reviewing of SEEMP Part II and issuance of Confirmation of Compliance, (MARPOL Annex VI, Regulation 5, para. 4.5)

• Verification of reported data, (MARPOL Annex VI, Regulation 22A)and Issuance of Statement of Compliance (MARPOL Annex VI, Regulation 5, para. 4.5)

BWM Convention

De-harmonization of IOPP certificate

(LMA letter No.6(116)S-1988 dated 08/12/2016).

The Administration has no objection to de-harmonize IOPP certificate.

A special request is to be submitted by ship Owners to the Administration with a well-founded and documented justification for a case by case decision by the Administration. Administration decision cannot supersede any IMO MEPC71 decision if such will be taken.

AFS Convention

Any Statement of Compliance must be replaced by an International Anti-Fouling System certificate during the first survey of any type carried out after 17 September 2008.

Based on the provisions of Regulation of the European Parliament and the Council No 782/2003, ships the GT of which is less than 400, but 24 m and more in length, must keep aboard a Declaration on Anti-Fouling System for ships of 24 meters or more in length, but less than 400 gross tonnage issued by the ship owner or on his behalf by RO or owner’s authorized agent according to Annex III Regulation (EC) No.782/2003.

Regulation (EU) 2015/757 - CO2 emissions

In order to implement the Regulation (EU) 2015/757 of the European Parliament and of the Council of 29 April 2015 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport, and amending Directive 2009/16/EC, a clarification has been made by the Administration.

ILO 188 - Work in Fishing Convention, 2007

Recognised Organisation (RO) is authorized on a case-by-case basis subject to separate written authorisation from the Administration.

Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships

(Letter 2026-06-11 Nr. 15B-4382)

The Hong Kong Convention has entered into force for the Republic of Lithuania on 7 August 2026.

Recognised Organisation (RO) is authorized to issue International Certificate on Inventory of Hazardous Materials:

1. At the first harmonized renewal survey on or ater 7 August 2026, but not later than 26 June 2030, or

2. If requested by the Company earlier, or

3. Before going for recycling, if earlier.

For the International Certificate on Inventory of Hazardous Materials, the format set out in Commission Implementing Decisions (EU) 2026/121 of 19 January 2026 (combined EU / HK) shall be used.

In case an International Ready for Recycling Certificate is necessary to issue to destination for recycling purposes, the requirements of the EU regulations shall apply and must be followed. For the International Ready for Recycling Certificate, the format set out in Commission Implementing Decisions (EU) 2026/116 of 19 January 2026 (combined EU / HK) shall be used.
