General Policy
Agreement
A new Agreement has been signed between the Civil Aviation Authority and Maritime Navigation of the Republic of San Marino and Recognised Organisation (RO) SA. The agreement commences on 7th May 2021.
The Agreement and its Annex 1 show the details of authorization granted (see Agreement governing the delegation of statutory certification services to Annex 1 to the Agreement).
In cases where the Administration requests services from Recognised Organisation (RO) that are in addition to the statutory certification and services specified in the Agreement, both parties shall endeavor to find ways so as to make the technical expertise of Recognised Organisation (RO) available as necessary
Delegation of Authority and Oversight Programme
(San Marino Maritime Regulation 2025-TEC-029)
This Regulation serves as the national standard and consolidated instrument containing minimum criteria against which Recognised Organisation (RO) is assessed towards recognition and authorization and the guidelines for the oversight by San Marino.
Temporary measures
In instances where, temporarily, the requirements of an applicable instrument cannot be met under particular circumstances, proposals for such measures or supplementary equipment as may be available to permit the vessel to proceed to a suitable port where permanent repairs or rectifications can be affected or replacement equipment fitted are to be acceptable by Recognised Organisation (RO) and in consultation with the Administration.
Interpretations, Equivalents and Exemptions
While interpretations of the applicable instruments, as well as the determination of equivalents or the acceptance of alternatives to the requirements of the applicable instruments are the prerogative of the Administration, Recognised Organisation (RO) will cooperate in their establishment as necessary. Recognised Organisation (RO) applies the IMO interpretations and Circulars, as well as the available IACS Unified Interpretations, unless provided with a written instruction to apply a different interpretation by the Administration.Exemptions, equivalents, alternative designs and arrangements must be accepted or approved, as applicable by the Administration prior to issuance.

Load Line Certificate
Recognised Organisation (RO) is fully authorized for survey and issuance of Load Line Certificate under the International Convention on Load Lines 1966.
San Marino is signatory of the International Convention on Load Lines, 1966 but not yet signatory of the Protocol of 1988. A Statement of Compliance under the provisions of ILLC 1966 as modified by the Protocol 1988 may be issued in addition, if the surveys have been conducted so that to also assess the relevant compliance.

If the ship is out of service between three (3) and (6) months, an additional audit shall be done. The ISSC shall be endorsed as appropriate
If the ship is out of service more than (6) months, an interim verification as required by ISPS Section A/19.4.2 shall be done. An Interim ISSC shall be issued as appropriate.
These instructions do not apply to ship for which seasonal lay-ups are normal part of their operational routine.

Ships less than 500 gross tonnage
(SMMAR – 2025-ADM-004)
Ships of less than 500 gross tonnage to which MLC, 2006 applies are subject to two inspections in a five-year period at intervals not exceeding three (3) years against the same requirements for certified ships. A Maritime Labour Certificate and a DMLC Part I & II are not issued, but an inspection report is issued to these ships.
