Design review of new construction project built under a Memorandum of Understanding or under a Tripartite Agreement for dual class arrangement for New Construction projects
General
Scope
This instruction outlines the minimum extent of the design review to be performed for assigning class to a newbuilding project in the following cases:.
A Memorandum of Understanding (MoU) is adopted between Recognised Organisation (RO), a Shipyard, and, if applicable, a Ship Owner, covering the acceptance by Recognised Organisation (RO) of a design previously approved by an Initial IACS Society, or
A trilateral agreement for dual class arrangement is adopted between Recognised Organisation (RO), another IACS Class Society, and the Shipyard for assigning dual class to the vessel, and where Recognised Organisation (RO) acts as the ‘Second Society’
The instructions provided in this document for the above cases, respectively comply with the following IACS Procedural Requirements:
PR No. 42 (NEW - June 2024 & Rev.1 - Nov 2024), and
PR No. 1B (Rev.7 - June 2024 & Rev.8 - Nov 2024).
Definitions
‘LPO’ refers the Local Plan Office in charge of the review.
In the context of MoUs:
‘MoU’ refers to Memorandum of Understanding
'Initial Society' refers to the IACS Society that has previously approved the design using their own Rules in the case of MoUs.
In the context of Dual Class NC projects:
‘Trilateral Agreement’ refers to an agreement adopted by the shipyard and the two Societies involved in dual class arrangement (first Society and second Society) for describing the responsibilities between the two Societies during new construction of a vessel.
‘First Society’ refers to a Society classing a vessel which, under request of the Owner, enters a dual class arrangement with another Society.
‘Second Society’ refers to a Society which is requested by an Owner to accept an existing vessel already classed, or to be classed, by another Society into its class under double or dual class arrangement.
Statutory Requirements
Applicable statutory documents are approved by Recognised Organisation (RO) when so delegated by the Flag.
When the approval is done by the Flag Administration, duly approved documents are to be submitted to Recognised Organisation (RO).
Material and Equipment certification
In the case of MoUs, the certification of materials and components from manufacturers is carried out by Recognised Organisation (RO) in accordance with its own class Rules. Corresponding documents are provided by manufacturers.
DOCUMENT MANAGEMENT
Drawings to be submitted by the Shipyard
The Shipyard is to submit all drawings previously approved by the initial IACS society, together with pending comments (if any), supporting documents, and calculations. This set of documents is hereafter referred to as the “Reference Project Document Package”.
The Shipyard is also to submit a package of documents for the hull numbers concerned by the Recognised Organisation (RO) classification. This set of documents is hereafter referred to as the “Recognised Organisation (RO) Document Package”. The Recognised Organisation (RO) Document Package should be the same as the Reference Project Document Package, with only the hull numbers differing. Any modification from the Reference Project Document Package should be minor and is to be highlighted by the Shipyard
Reference Project Document Package
The documents from the Reference Project are to be registered for information in VPM, including the comments.
The mention “MoU” or the name of the Initial Society is to be added to the VPM drawing numbers or names of documents for easy identification.
For bulk carriers and oil tankers covered by the IACS Common Structural Rules, the Reference Project Document Package is to include all the documents required by the Common Structural Rules.
Recognised Organisation (RO) Document Package
Management of documents in VPM
The LPO is to check that the MoU contract or Trilateral agreement is properly registered under VPM / Survey at Shipbuilder / Recognised Organisation (RO) documents. Otherwise, the Project Leader is to be contacted for recording of the document in VPM
All documents are to be registered in VPM in the appropriate categories.
Minimum list of documents to be reviewed by Recognised Organisation (RO)
As a minimum, the following drawings are to be submitted for review:
the drawings listed in Annex A1,
the drawings subject to a design variation compared to the design previously approved by an Initial Society,
the drawings corresponding to specific additional service feature and classification notations.
Drawings that are under the scope of Statutory Regulations are to be treated as per 1.3.
Other documents than those identified in 2.3.2
In the case of MoU, these documents are to be stamped with stamp 02 (as per the related technical procedure), with a note referring to the MoU, after verification of the hull numbers.
In the case of Dual Class, these documents are to be dealt with according to the trilateral agreement.
DESIGN REVIEW
General
Documents identified in 2.3.2 are to be reviewed by the LPO to check compliance with the applicable Recognised Organisation (RO) Rules in accordance with the Recognised Organisation (RO) M&O Quality procedures and internal instructions provided by Head Office.
The LPO is to record the evidence of verifications made in order to approve these drawings as complying with the applicable Recognised Organisation (RO) Rules, as well as the conclusions of the review. These documents are to be stamped as per the related technical procedure after review, and corresponding comments, if any, are to be recorded in VPM. As per normal practice, possible comments will be reviewed for decision by the LPO Manager and if necessary escalated to HO for arbitration.
Documents subject to statutory requirements
The following applies when Recognised Organisation (RO) is delegated:
Even though prior approval by another RO or the Administration provides reasons to believe that compliance has been met, the review process shall ensure that an adequate sampling of the items to be verified meet the applicable requirements. Evidence of plan approval surveyor verifications are to be recorded for each concerned drawing.
New Statutory requirements which have entered into force after the approval of the Initial Society or Flag Administration are to be identified, the gaps are to be duly recorded in VPM and reviewed by the LPO.
Documents subject to IACS Unified requirements
Even though prior approval by another IACS member provides reasons to believe that compliance has been met, the review process shall ensure that an adequate sampling of the items to be verified meet the applicable requirements (and provided that said IACS member has not expressed any reservations against the IACS UR). Evidence of plan approval surveyor verifications are to be recorded for each concerned drawing
The list of IACS member reservations against the IACS UR is available on IACS web site.
Additional service features and class notations
The assignment of an additional service feature or additional class notation is subject to verification of compliance with corresponding Rule requirements.
Stability
It is to be demonstrated that the intact stability of the concerned vessel is adequate for the service intended as per Recognised Organisation (RO) rules. The level of intact stability should not be less than that provided by IMO Resolutions as amended
Hull structure
General
The Hull structure review is to focus primarily on the cargo area of the vessel (or the midship area for non-cargo vessels) as per the list of drawings given in Appendix Table 1. Depending on the outcome of the verification of the cargo area, the review may be extended to other parts of the vessel which are recognized as less critical for the safety of the vessel.
The items to be verified for hull structure review are to cover:
longitudinal strength,
local scantlings such as plates and stiffeners,
structural stress, fatigue (when required) and buckling analyses,
materials and welding.
Bulk carriers and oil tankers covered by Common Structural Rules
Even though prior approval by another IACS member provides reasons to believe that compliance has been met, the review process shall ensure that an adequate sampling of the items to be verified meet the applicable requirements. Evidence of plan approval surveyor verifications are to be recorded for each concerned drawing.
Finite Element and Advanced Analyses
In order to grant additional class notations or service features requiring finite element calculations or other advanced structural analysis (such as VeriSTAR-HULL, WhiSp, or Spectral Fatigue notations) the necessary models are to be provided by the Shipyard and verified by Recognised Organisation (RO). The corresponding calculations are to be run by Recognised Organisation (RO) to verify compliance with the associated Rule requirements.
Electrical and machinery systems
The review of the systems is to cover:
propulsion, auxiliary machinery and steering gear,
piping,
electrical and automation systems,
pertaining to the list of drawings indicated in Appendix table1.
