EEDI & EEXI

EEDI process includes review of tank tests and sea trials.

EEXI process is lighter the EEDI and deals with existing ships.

EEDI PROCESS

General

The table hereunder shows the main steps of the process for verification of EEDI according to reference documents listed in 3.

graph1
Process

Reviews

The process consists in a two-phase review: preliminary and final reviews. The preliminary review occurs before the sea trial of the ship, during the design and construction stages of the ship. The final review is carried out after the sea trials.

Checklists (see §6.1 & §6.2) allows the LPO to check missing documents and necessary points early in the process.

The role of DA-MACH is to:

  • Provide support and training on EEDI subject to LPOs and their clients,

  • Develop and maintain EEDI verification tools following IMO and IACS new texts,

  • Centralise EEDI data at IMO request.

Preliminary review

When necessary and with sufficient notice, the Submitter (ship owner, ship yard, ship operator…) requesting the EEDI verification gives the tank test plan to the LPO for review. When satisfactory, the LPO ask the suitable towing tank Recognised Organisation (RO) Surveyor1 to attend the tank test with the tank test plan.

The Recognised Organisation (RO) Surveyor attends the final tank tests. Final tank test means the last model tank test before the design validation for ship construction.

Tank test attendance may be omitted on a case by case basis and to be duly justified in light of IMO texts.

With the tank test results, the Submitter hands over the Preliminary EEDI Technical File to the LPO. The Recognised Organisation (RO) Surveyor transmits the Model tank test checklist below to the LPO.

The LPO is to check and comment, if any, the data conformity and EEDI values calculation in accordance with MARPOL Annex VI Chapter4.

The LPO is to perform a cross-checked calculation of the attained EEDI and required EEDI using the in-house developed tool: Energy Efficiency Calculator (available for download on Recognised Organisation (RO) Software Center).

The pre-verification elements are stamped and stored in VPM by LPO.

When the Preliminary EEDI Technical File is compliant with regulation in force, a preliminary attestation according to IMO MARPOL Annex VI is issued using ASMS2 certificate editor.

The LPO forwards Preliminary EEDI calculation attestation to the Submitter.

Note 1 : Suitable Recognised Organisation (RO) Surveyor means the most suitable Recognised Organisation (RO) office, closest to the test facilities.

Final review

When necessary and with sufficient notice, the Submitter sends the sea trial plan to the LPO who checks its conformity with MEPC.365(79) and its amendments. The LPO hands this plan to the Recognised Organisation (RO) NC Surveyor.

The Recognised Organisation (RO) NC Surveyor attends the sea trial and ensures it is in accordance with the regulations in force, see checklist below.

After the sea trial, the Submitter hands over the EEDI Technical File in its final version to the LPO Surveyor for the final verification. The Recognised Organisation (RO) Surveyor should transmits the sea trial checklist to the LPO.

The LPO Surveyor runs the new EEDI calculation and compares it to the Submitter’s one. Comments, if any, are sent to the Submitter for action. The LPO stores the Submitter’s Final EEDI Technical File and stamps it in VPM.

When the Final EEDI Technical File is compliant with regulation in force, final EEDI calculation attestation according to IMO MARPOL Annex VI is issued, using ASMS2 certificate editor, to the relevant Recognised Organisation (RO) MOC in view of the issuance of IEEC by EEDI qualified expert level 2 or 3.

The LPO forwards Final EEDI calculation attestation to the Submitter.

EEXI PROCESS

Review

The process consists in a single review.

Four scenarios may be possible:

  • Scenario #1 - EEXI verification for Post EEDI ships when “Attained EEDI ≤ Required EEXI”

  • Scenario #2 - EEXI TF verification for Post EEDI ships when “Attained EEDI > Required EEXI” and need an EEXI TF including improvement energy efficiency measures.

  • Scenario #3 - EEXI TF verification for Pre EEDI ships when “Attained EEXI ≤ Required EEXI”

  • Scenario #4 - EEXI TF verification for Pre EEDI ships when “Attained EEXI ≤ Required EEXI” with power limitation system.

A checklist (see §LPO Check list (EEXI)) allows the LPO to check missing documents and necessary points early in the process.

The role of DA-MACH is to:

  • Provide support on EEXI subject to LPOs and their clients,

  • Develop and maintain EEXI verification tools following IMO and IACS new texts,

  • Centralise EEXI data at IMO request.

SCENARIO #1: For post-EEDI ships, when “Attained EEDI ≤ Required EEXI”

Two groups:.

Group A: EEXI eligible by DAMach

Based on already approved EEDI Technical Files for post EEDI ships in service, a list of eligible ships, i.e. ships for which Attained EEDI ≤ Required EEXI, was established by DA-MACH on mid-October 2021. DA-MACH made necessary calculations verification and prepared EEXI attestations for these ships.

Group B: Case by case verification by LPO

The LPO should:

  • Confirm that no major conversion was made that would affect this final achieved EEDI.

  • calculate the required EEXI value with Energy Efficiency calculator.

  • Verify in the EEDI TF that the attained EEDI value is below the required EEXI calculated;

  • Issue the EEXI attestation using ASMS2 Certificates platform.

Scenario #2: For post-EEDI ships, when “attained EEDI > required EEXI”

In this case, improvement measures are needed to be implemented on-board, like:

  • Engine power limitation,

  • Shaft power limitation,

  • Engine derating,

  • Propulsion optimization,

  • Energy-saving devices,

  • Other.

An EEXI Technical File is to be submitted for verification with all supported documentation. This EEXI Technical File is to be reviewed as per MEPC.350 (78) and its amendments. This EEXI Technical File should contain the calculation of Attained EEXI and Required EEXI.In case of a power limitation system to be installed on-board, this system is to be verified either through a Type Approval Certificate or a Case-by-case design assessment, and an On-board Management Manuel is to be provided for verification by LPO. (see §3.1.5).

For stamping and storage of documentation, see §4

Scenario #3:For pre-EEDI ships, when “Attained EEXI ≤ required EEXI” without power limitation system

An EEXI Technical File is to be submitted for review with all supported documentation. This EEXI Technical File is to be reviewed as per MEPC.350(78) and its amendments. This EEXI Technical File should contain the calculation of Attained EEXI and Required EEXI.For stamping and storage of documentation, see §4.

Scenario #4:For pre-EEDI ships, when “Attained EEXI ≤ required EEXI with power limitation system

An EEXI Technical File is to be submitted for review with all supported documentation. This EEXI Technical File is to be reviewed as per MEPC.350(78) and its amendments.

This EEXI Technical File should contain the calculation of Attained EEXI and Required EEXI.

In case of a power limitation system to be installed on-board, this system is to be approved either through a Type Approval Certificate or a Case-by-case design assessment, and an On-board Management Manuel is to be provided for verification by LPO. (see §3.5.1)

Minimum propulsion power is to be verified, if appropriate, as per MEPC.1/Circ.850/Rev.3 and its amendments.

For stamping and storage of documentation, see §4.

OMM Verification

In case of a power limitation system installed on-board in order to comply with EEXI regulation, an Onboard Management Manuel is to be submitted for verification.Verification is done by LPO according to MEPC.335(76) and according to following the below process:

graph2
OMM Process
graph3
OMM Process

The following supporting documents should be available and registered in VPM:

  • Approved EEXI Technical file,

  • Type Approval Certificate of the EPL system or approved EPL drawings,

  • Engine power limitation report from the engine manufacturer,

  • EIAPP of the engine when available.

The OMM is established for one dedicated vessel and should contain ship-specific data.

The OMM should be retained on-board and available for surveys (MEPC.351(78)).

The OMM is stamped :

  • 05 / 05b if Recognised Organisation (RO) is delegated by Flag;

  • 04 / 04b if Recognised Organisation (RO) is not delegated by Flag.

The MCRlim indicated in the OMM is expected to be the same as the one written in the EEXI TF. The MCRlim could not be higher than the one indicated in the EEXI TF, however it may be slightly below.

CFD calculation review

Speed-power curves may be estimated using CFD calculations. All CFD calculation reports are to be sent to DA-MACH for verification.

Sea trials

When sea trials are carried out the submitter sends the sea trials plan to the LPO with sufficient notice. LPO checks its conformity with MEPC.351(78) and its amendments. The LPO hands this plan to the Recognised Organisation (RO) Surveyor. The Recognised Organisation (RO) Surveyor attends the sea trials and ensures it is in accordance with the regulations in force, see §Sea trial check list. After the sea trials, the Submitter hands over the EEXI Technical File in its final version to the LPO Surveyor for the final review. The Recognised Organisation (RO) Surveyor transmits the sea trials checklist to the LPO.

Calculation verification

The LPO is to check and comment, if any, the data conformity and EEXI values calculation in accordance with MARPOL Annex VI Chapter4.

The LPO is to perform a cross-checked calculation of the attained EEXI and required EEXI using the in-house developed tool: Energy Efficiency Calculator (available for download on Recognised Organisation (RO) Software Center).

The verification elements are stamped and stored in VPM (see §4) by LPO.

When the Final EEXI Technical File is compliant with regulation in force, final EEXI calculation attestation according to IMO MARPOL Annex VI is issued, using ASMS2 certificate editor by a qualified EEDI expert level 2 or 3, to the relevant Recognised Organisation (RO) MOC in view of the issuance of IEEC.

The LPO forwards EEXI calculation attestation to the Submitter.

PROCEDURAL REQUIREMENT 38

Procedural requirement 38

The Procedural Requirement 38 (PR38) is guidance for Recognised Organisation (RO) EEDI verifier. It provides all the necessary elements to establish the Energy efficiency design index (EEDI).

Procedural Requirements are adopted resolutions on matters of procedures to be followed by IACS Members.

See PR38 in annex, Procedure for calculation and verification of the Energy Efficiency Design Index (EEDI).

supplementary notes to pr38

Purpose

The purpose of the following remarks is to clarify some aspects of the PR38. They are basic remarks coming on experience from EEDI calculations submitted to Recognised Organisation (RO) for approval.

Preliminary Verification

Ship Speed

The following Figure 9 illustrates how the ship’s reference speed Vref is determined. It is noteworthy that the speed curves usually delivered by the shipyard represent:Ship speed (in knots)Power delivered to the propeller (in kW)Some curves might contain data expressed in different units. Even if not compulsory, the use of these units and metric system should be encouraged. The values in the vertical axe represent the delivered power only. No other type of power should be considered in those graphs.

EEDI draft condition

The notation EEDI draft is the loading condition at which the Capacity is defined for the EEDI calculation of the ship. It depends on the ship type and its weight.

Final Verification

Before sea trial

The verifier will check that a description of the test procedure has been submitted prior to the sea trial and that more than two points which range includes the power of the main engine will be measured during the test. This is illustrated in the following figures.

graph16
Sea trial good
graph17
sea trial wrong - 2 examples

Sea trial

The speed measured during sea trials is compared to the model test conditions, in case sea trail is not performed at EEDI draft.

The sea trial curve is interpolated at least from 3 speed measurements.

The range of the speed measurements - the minimum of 3 points mentioned above - encompasses the power needed for the EEDI calculation.

The presence of a PTI (shaft motor) is to be taken in account in the speed range run in the sea trial. This range has to enclose the value Pdelivered = PME + PPTI.

The intersection of this curve and the delivered power gives the speed in sea trial draft condition.

The Vref speed is read at the intersection of EEDI draft model curve and the horizontal projected parallel from the measured sea trial speed and the sea trial model curve.

The verifier will check the following conditions are true:

No shaft generator (PTO) is engaged.

No PTI (shaft motor) is used if :

If PTI > 25% MCR, then PTI is used. In this condition, it will be checked that the torque meter (or any suitable means) is taking measurements between the propeller and the PTI, at the closest to the propeller.
