General Provisions
Untitled
M&O Product Line Head Office Activity Managers prescribe the skills required for a particular function within the Certification Scheme, in accordance with IACS Procedural Requirement PR7, PR10 and PR10A for Seagoing ships and with Inland Navigation requirements when differing with the latter.
Untitled
Personal data and qualification information on each exclusive and non-exclusive staff member are contained in individual files kept as per the personnel management procedure.
These records are available either on paper support or through dedicated electronic file.
Untitled
Training needs are identified locally (at Head Office or in individual countries), with due consideration to individual wishes, Unit needs, HO requests, transfers, audits and results of monitoring.
New services, new technologies, succession planning and promotion shall also be considered.
Untitled
A Training plan shall be produced and implemented locally, in Head Office by Department Directors or their delegates, in countries by M&O Country Managers, with support from the M&O Product Line Head Office, if necessary.
Untitled
Annex 1(Untitled) is a flow-chart showing the process for identifying skills needed to fulfil a function/task, training needs, and the implementation and follow-up of training/supervision.
Untitled
The guidance for basic training of newly appointed staff, as per the personnel management procedure, is shown in Annex 2 (All Surveyors and Auditors). Records of such trainings are to be kept in Countries or in M&O HO Departments. Where required by M&O Managements in their procedures, computer data bases are to be used.
Untitled
Exclusive and non-exclusive staff members are subject to the Qualification and Certification Scheme as described in Qualification and Certification Scheme.
Qualification and Certification Scheme
HO and Network operational staff
Objective
The objective is to ensure that all M&O operational tasks and surveys are carried out by Staff having the appropriate skills, experience and training, in addition to HSE knowledge.
The Persons are then granted a certification defining level of authorisation and scope of operational services they are allowed to perform.
Scope of application
Untitled
The Schemes apply to all exclusive and non-exclusive staff involved in M&O operational tasks, i.e. drawings examination, ships and offshore floating units in-service surveys, new construction surveys, inspections of materials and equipment, system audits.
Untitled
The Schemes do not apply to Managers such as M&O Managers, MO Managers, MOC Managers, local Managers of activities (plan approval, newbuilding, ships in service, ships management services, equipment & material certification) and their Delegates regarding their management duties.
Requirements
Untitled
Requirements for granting a certification are defined in relevant HO M&O Departments Instructions.
These instructions define minimum background, theoretical and practical training necessary for each specific survey or approval task the certification is granted.
Basic theoretical training for new staff is defined in Annex 2 (All Surveyors and Auditors).
Untitled
The validity and the renewal process of certification are defined in the specific Instructions (ISMs) of DA, NCM, FM, and EMC departments.
Maintenance of certification is also subject to activity monitoring of staff at specified intervals and annual performance review, see the monitoring of quality of services procedure.
Untitled
General organisation for training of staff, requirements for theoretical and practical modules, use of trainers and tutors, etc., in compliance with IACS Procedural Requirement PR7, PR10 and PR10A, are defined in the Training Manual here attached in sub-section Training Manual below.

Operating
The Database operating is defined in computerised Users' Guide attached to the bases. The access rights are controlled through an access control list under the responsibility of the Administrators of the bases through DS&T Department.
Updating
Once the database is deployed on the Groupware, the updating is the responsibility of the Director of each Department of the Head Office or M&O Country Manager or their Delegate or the identified Responsible for each particular Certification Scheme as per the Instructions of HO Departments.
