APPLICABILITY

This procedure applies to ships, assets, systems, equipment, or a combination of them.

DEFINITIONS

Engineering Process

The engineering design process generally follows the following steps:

  • Feasibility Study: the purpose of a feasibility study is to determine the critical technical issues of the project and assess whether the project can proceed into the design phase. This typically corresponds to TRL 1 to 3 (see fig 3. annex A1).

  • Conceptual Design: this is an early phase of the design process in which the broad outlines of project are defined and specified. This typically corresponds to TRL 4 to 6 (see fig 3. annex A1).

  • Basic Design (also called Preliminary design). The purpose of the basic design is to issue a set of documents comprising drawings, analysis and specifications demonstrating that the design meets the applicable Rules, Regulations and design codes with a view to later proceeding with the construction of the considered design. The design methodologies for the analysis are developed within the Basic Design. The analysis carried out are not exhaustive and are more for illustration of the methodology of analysis than for final assessment. This typically corresponds to TRL above 6.

  • Detailed Design (also called detailed engineering): the detailed design is developed from the basic design so as to allow the construction in accordance with the applicable Rules and Regulations.

  • Final Design: the final design is the as-built design and comprises the asset construction file.

The present procedure deals with the review process of Feasibility Studies, Concept Design and Basic Design.

The review of the Detailed Design and Final Design are handled by the issuance of the classification certificate and are excluded from this procedure. A specific attestation (Detailed Design Approval) covering the detailed design only may be provided upon request.

Approval in Principle

definition

An AiP is an assessment by the LPO of a feasibility study or a concept design. The submitted design is generally considered innovative or novel.

The AiP have the following objectives:

  • to confirm the design code to comply with,

  • to confirm the design is feasible and contains no known technological showstoppers that may prevent the design from being matured,

  • to provide recommendations to fulfil through the following phases of the project.

An AiP statement is delivered at the end of the assessment to conclude on the above objectives.

The content of documentation may vary depending on the maturity of the design, making the design review process more flexible.

Disclaimers on what is excluded: AiP for equipment is not equivalent to a Basic Approval Certificate, a Type Approval Certificate or a Process Approval certificate required by the Rules as defined in procedures the related procedure and the related procedure.

AiP levels

Two levels of AiP may be granted depending on the maturity of the design:

  • Level 1 for feasibility study,

  • Level 2 for conceptual design.

The list of recommended documents to be provided for each level is given in tab 3 of annex A1.

Basic Design Assessment (BDA)

A Basic Design Assessment is a review by the LPO of a Basic Design.

It aims at confirming that the project may go to detailed design stage, and that there is no contradiction with the applicable rules and regulations.

The review by the LPO includes independent calculation checks, as appropriate.

A Basic Design Assessment Statement is delivered at the end of a Basic Design.

The list of recommended documents to be provided for each level is given in tab 3 of annex A1.

Joint Development Project (JDP)

Close collaboration with the Industry may be needed to improve design methodologies, drive design improvements or support rules development. In those cases, a JDP may be setup. A JDP can include the delivery of an AiP or a BDA as output of the project.

Technology Qualification Assessment (TQA)

Technology Qualification means confirmation by assessment and documented evidence (including tests records) that the new technology is able to satisfy acceptance criteria for the specific use in the specified environment.

It includes below steps:

  • Technology qualification basis,

  • Technology assessment,

  • Qualification plan, including definition of acceptance criteria,

  • Execution of qualification plan.

The technology assessment is usually done following NI 525.

An AiP may be issued during the Technology Qualification Assessment, usually after review of the technology qualification plan.

A prototype certificate may be issued at end of execution of the technology qualification plan.

Non-Disclosure Agreement

Recognised Organisation (RO) NDA should be proposed (refer to "LEG_0001 - Legal Library" within Legal procedures). The Recognised Organisation (RO) NDA does not prevent the LPO staff to access the information. On the contrary, a client NDA may prevent or restrict this access.

However, Client NDA form could be accepted upon review.

Establishment of the offer

When establishing the offer, the commercial team or person in charge shall be in relation with market leader from commercial team in Head Office. Opportunity associated to the offer is to be registered in Salesforce.

In order to establish the offer, the client is to provide the below information:

  • The project description (Specification, limit of uses),

  • The description of the innovative aspects (if applicable),

  • The list of documents,

  • The level of confidentiality (if applicable),

  • The applicable rules and regulations, if known.

The commercial offer template for the AiP and BDA given in Annex A4 is to be used.

When preparing an offer for an AiP:

  • it is to be checked if the existing rules and regulations can cover the concept design. Otherwise, a technology qualification assessment as per NI 525 should be proposed,

  • it is to be reviewed and confirmed that the LPO is duly qualified as per the related procedure for the contracted review tasks. Otherwise, the review scope is to be agreed with the Design Assessment Department within Head Office.

Typical list of requested documents for AiP and BDA is given in tab 3 of annex A1.

The proposed list of documents shall allow for technical judgment.

The proposed fees are to be agreed with LPO in charge of the review.

Contract review

When a new contract of AiP, BDA or TQA is won, a contract review is to be performed by the LPO in charge. The following should be done when reviewing the contract, but not limited to:

  • inform the Director for Innovative & Collaborative Industry projects for follow-up, and inform DO_EMC Director when it concerns an equipment,

  • verify the confidentiality of the project and if the access of projects documents is to be restricted to authorized internal persons. If so, the project is considered "sensitive",

  • review AiP planned issuance date.

Management of contract

As soon as a new AiP, BDA or TQA contract is won, the following activities are to be applied:

  • a new "drawing project" is to be created within VPM,

  • the AiP flag within VPM is to be activated,

  • the AiP type and sub-type are to be selected. While only one AiP type can be selected, it is possible, and recommended, to select as many sub-types, as applicable (see tabs 4 & 5 in annex A1),

  • the opportunity number from Salesforce is to be informed within the contract organization field (see Annex 1, Fig 2) (if needed, the Salesforce number can be informed by DCM&O or Director for Innovative & Collaborative Industry projects),

  • the NDA, the commercial offer and the contract are to be attached in the project data (see Annex A1, Fig 2), if any,

  • to declare the project "sensitive" within VPM if the project is identified as sensitive (see 2.3).

The activation of the flag "sensitive" within VPM can be performed by:

  • Director for Local Plan Office Coordination,

  • Director for Innovative & Collaborative Industry projects,

  • Director of Design Assessment Department.

This also applies when Technology Qualification Assessment is proposed.

AiP REVIEW

Delegations

An AiP is a technical appraisement by a one or several LPO surveyors. The AiP is to be performed by duly qualified surveyors for the considered disciplines in accordance with the related procedure. Trainees are not allowed to review documents covered by an AiP.

Management of technical documents and comments

The documents to be reviewed are to be uploaded in dedicated VPM “Drawing project”.

For AiP review only, TNC 002 does not apply. The drawings and documents are to be considered ”For review” and stamped “02” or “02b”. Comments and replies, if any, are to be duly recorded within VPM, as per LPO procedures and common practices.

The missing information from the design to be developed at a later stage should be listed in the comments. It is recommended to use the comment type "to be resubmitted" comment with "pending" status.

For documents or data expected at next stage, where no reply from Client is expected, comment should be put as a note.

For major comments or questions to be replied by Client, « to be re-submitted » comments should be used. A Recognised Organisation (RO) reply to Client response should be added for all comments before issuance of the AiP certificate.

« to be dealt with » comments should be limited to comments to be reviewed on site. Such comments are only expected in the case of BDA.

Cleared comments do not need to be included in the annex 3 of the AiP/BDA statement.

Name of the reviewer can be removed from the export from VPM.

The AIP statement

When the assessment is completed, an AiP Statement is issued.

Content of the AiP statement

The statement is to be of "report type". It contains the following main parts:

  • a general statement "Approval in Principle Project", reflecting the AiP level and signed by the local technical authority (do not mention « certificate » in that general statement).

  • latest Recognised Organisation (RO) M&O General Conditions,

  • description of the project and main assumptions,

  • applicable rules and regulations,

  • identified technical issues and a list of actions, documents, study and analysis to be carried out for the next stages,

  • technical comments expressed during the review of the submitted documents annexed to the AiP statement :

    • to reflect in the AiP the important issues identified during the design review,

    • to group these issues in consistent subjects,

    • to summarize the work that remains to be done by the client.

The AiP template given in Appendix 2 is to be used.

Validation of the AiP and signature of the AiP statement

AiP are to be validated and signed either by:

  • a LPO surveyor with at least a delegation level 2 for the topics (or predominant topic) assessed through the AiP,

  • or the LPO Manager with at least a management delegation when several disciplines of the considered LPO are involved,

  • or DA Management, including DA Head of Sections, in any case.

The validator is to ensure that:

  • report monitoring has been carried out in accordance with the related procedure,

  • the present procedure has been applied.

Management of the AiP statement

When a new AiP attestation is issued, the following are to be applied:

  • the AiP Statement is to be uploaded in VPM in the "Documents" tab. (see fig.2 in annex A1),

  • the flag "AiP statement" is to be activated and the date should be the same as the certificate signature date. Then the project will be automatically considered as closed in VPM.

BDA REVIEW

General

The provisions written in section 3 are applicable for BDA expect mentioned otherwise in the present section.

Stamps

The drawings and documents are to be reviewed as per PNC and TNC procedures. All available stamps are to be used in accordance with PNC procedures.

The Basic Design Assessment Statement

The BDA statement template given in Annex A3 is to be used.

Validation of the BDA and signature of the BDA statement

BDA are to be validated and signed either by:

  • the LPO Manager with at least a management delegation when several disciplines of the considered LPO are involved.

  • DA Management, including DA Head of Sections in any case.

BDA prior to project built under MOU

For BDA prior to project built under Memorandum of Understanding following the IACS PR 42 or TNC 1125 procedure, the list of drawings to be taken into account is that defined in TNC 1125.

The BDA Statement is to specify that the considered design has been reviewed in accordance with the minimum list of drawings referenced in IACS PR42.

REPORTING

REPORTING

A review of all AiP, JDP and BDA is organized with each zone by Director for Innovative & Collaborative Industry projects, typically on a monthly basis.

LPOs shall participate to these reviews and report all AiP, JdP, and BDA new contracts, AiPs, JDP and BDA closed during the past month and new opportunities identified.

Director for Innovative & Collaborative Industry projects will consolidate this information and share it with identified persons over the network.

If deemed necessary, Director for Innovative & Collaborative Industry projects may request to put in relation the person in charge of the contract and other LPO or HO (DCM, DA or RO or any other relevant department) on a case by case basis.
