SHIPS IN SERVICE Surveyors
General Description of the Surveyors' Certification Scheme
Main Principle
Surveyors must be qualified for the type of ship and the type of survey to be performed. Surveyors can only conduct surveys for which they have a valid certificate and the appropriate qualification.
Selection Criteria
Surveyors shall be qualified or educated in accordance with the requirements of the related management procedure Annex A1.
The Certification Grid
Surveyors' certification scheme is based on a matrix (certification grid) correlating the ship types (columns) and the different types of surveys (lines). The certification grid is accessible in the Qualif tool.
Certification Rules
Rules governing the certification process are detailed in Annex A2. They include:
Qualification equivalences: Some qualifications are considered equivalent or superior to other qualifications. A Surveyor having obtained a qualification is automatically qualified for the other equivalent qualifications.
Qualification pre-requisites: Some qualifications require other qualifications as pre-requisites.
Authorisation levels for non-exclusive Surveyors.
Requirements for Commencement of Training
The requirements are:
Surveyor’s hiring contract, kept in local files.
Confidentiality statement signed by the Surveyor, attached to Qualif CV and kept in local files.
Surveyor’s CV, completed in Qualif and a copy attached to Qualif CV.
Copies of certificates/diplomas required by Selection Criteria attached to Qualif CV.
An appropriately sized ID photograph to be uploaded to the “Personal Data” tab (for issuance of Surveyor ID card).
Induction by the SSQM for the country-specific requirements of the Flag State where the Surveyor is based, as defined in the related survey procedure.
Issuance of Surveyors’ Certificates
Surveyor’s certificates are issued upon completion of the whole training process and successfully passing the examination. The examination for initial issuance of the Surveyor’s certificate is divided in two parts:
Part I includes questions related to the Basic qualification.
Part II includes questions related to each qualification requested.
The Surveyor must successfully pass Part I prior to performing Part II.
The scope of qualifications is commensurate with the theoretical training performed, the practical training records and the results of the examination.
The Ships in Service Training Plan in Annex Introduction defines the minimum theoretical training requirements for the first issue of a Surveyor's certificate.
Based on the Surveyors' previous experience, the MO may decide to exempt them from one or more training requirements and from passing the examination for one or more qualifications.
Surveyors’ certificates have permanent validity provided all conditions for the maintenance of the certificate, as described in Maintenance of Surveyors’ Certification, Continuous Training and Learning, are fulfilled.
Acceptance of Other Society Qualifications
For Surveyors having previous experience in another Classification Society or Flag Administration, subject to FM review and agreement the initial qualification may be issued based on equivalence.
The Surveyor shall have appropriate experience in carrying out inspections and surveys of ships to assess, control and report on their technical condition, and shall have the following as a minimum to be considered for equivalence:
A minimum of two (2) years’ experience as an exclusive marine Surveyor, accumulated in the last five (5) years.
Documented evidence and certifications on theoretical and practical training and work experience that the candidate may have in relation to Classification and statutory surveys and audits, including hull and machinery surveys, statutory surveys for LLC 66/88, SOLAS 74/88, MARPOL 73/78 and BWM, 2004 Conventions.
Documented evidence of previous or current appointment issued by the Classification Society or Flag Administration.
SSQM Assessment and Declaration for Qualifying Phase completed.
The request for equivalence, supported by the documentation listed above, shall be thoroughly reviewed, and assessed by FM_SAT to determine if the candidate can be proposed to the MO for acceptance.
The final decision for the issuance of the Surveyor's certificate is taken by the MO and is based on the proposal from FM_SAT.
Upgrade of Surveyor's Certificate
The Surveyor’s certificate may be upgraded at any time, to include new qualifications. To obtain any new qualification in the certification grid, the Surveyor must:
Attend the theoretical training session(s) relevant to the new qualification(s) requested.
Complete the practical training required for each new qualification requested.
Pass an examination related to the new qualification(s) requested.
The decision for upgrading an existing certificate is taken by MO upon analysis of the training records and the results of the examination.
Maintenance of the Certificate
The conditions that shall be satisfied to maintain the validity of the certificate are:
Continuous training for updating of Surveyor's knowledge on rules and regulations through the participation to the rolling out of the DO_FM Seminars.
On-board monitoring carried out within the periodicity in accordance with the monitoring of quality of services procedure.
The condition that shall be satisfied to maintain a qualification is:
At least one (1) survey related to each qualification in a five (5) year period.
Suspension of Surveyor's Certificate
The Surveyor's certificate is automatically suspended if the onboard monitoring is not carried out within the periodicity specified in the monitoring of quality of services procedure. Consequently, the Surveyor cannot perform any survey except if monitored onboard during the survey.
The Surveyor's certificate is automatically reinstated upon completion of the onboard monitoring and the validation of onboard monitoring report.
The Surveyor's certificate may be manually suspended by the MO on a case-by-case basis. The reasons for suspension shall be recorded. Certificates subject to a manual suspension by the MO can only be reinstated by the MO.
Suspension of a Surveyor’s Qualification
If the Surveyor does not perform any survey related to a particular qualification in any 5-year period, their certificate remains valid, but the corresponding qualification is suspended.
The MO can suspend the Surveyor’s qualification manually or put the Surveyor under increased monitoring after evaluation of survey performance.
Reinstatement of qualifications which have been suspended due to lack of surveys in the 5-year period are subject to a request for revision of the certificate, made by the SSQM in agreement with the MO after completion of one or both of the following:
The Surveyor attends a specific training on the type of ship and type of survey. This specific training is carried out by the SSQM. The contents of the specific training are agreed with the MO.
The Surveyor carries out one survey related to the qualification, under direct monitoring by the SSQM for the concerned type of ship and survey.
Statutory Surveys
Statutory surveys on board ships subject to International Codes and Conventions must be carried out by exclusive qualified Surveyors, certified to the applicable requirements of this procedure. This includes follow-up surveys relating to rectification of statutory deficiencies.
Statutory surveys cannot be carried out by non-exclusive Surveyors, or by non-qualified exclusive Surveyors, even under direct supervision of an exclusive qualified Surveyor.
Surveyors Acting on Small Units Covered by National Regulations
Local agreements with national Administrations may provide for delegation to the Society to carry out surveys of units so that the Administration can issue a permit for operation in national waters. This concerns specifically units covered only by national regulations, whether they are classed with the Society or not (SNC).
Class surveys on classed units shall be carried out by Surveyors certified to this procedure.
Surveys of small units on behalf of local Administrations shall be carried out by Surveyors certified in accordance with either this procedure or a local procedure.
The local procedure mentioned above should include a training scheme adapted to the survey needs (covering at least the Regulations of the national Administration for such surveys), the required number of practical training surveys, and a periodical monitoring of the Surveyors (as for other exclusive Surveyors).
The local procedure shall be submitted to MO for review prior to its local implementation, as per the occasional and miscellaneous surveys procedure Section 9.
Audits for Certification of Service Suppliers
Such audits may be carried out by ISM auditors. Ships in service Surveyors who have attended a theoretical training on ISM Code (self-training, face-to-face training or e-learning training) are also authorized to carry out such audits. Records of the theoretical training performed shall be kept in Qualif.
Ships in service Surveyors who are not ISM auditors, are subject to a specific in-service monitoring for this activity.
Non-exclusive Surveyors
The level of authorizations normally granted to Non-exclusive Surveyors is defined in Annex Non-exclusive Surveyors.
Certification Workflow
The certification workflow is entirely managed through Qualif. The main steps of the certification work- flow are:
Upon completion of training and examination requirements as described in General Description of the Surveyors' Certification Scheme, the Surveyor initiates the process by sending the request for certification to their SSQM. The request for certification consists basically of filling in the certification grid with the requested qualifications. See Note 1.
The SSQM confirms that the Surveyor's hiring contract and the confidentiality statement are available locally and that the Surveyor's CV is completed in Qualif.
The SSQM checks the qualifications requested by the Surveyor and confirms that all training requirements for the requested qualifications, including practical training, are fulfilled.
The SSQM sends the request for certification to the MO at Head Office.
The MO reviews the request for certification and electronically generates the examination through Qualif. See Note 2.
The SSQM schedules the examination.
The Surveyor sits the examination.
The MO reviews the results of the examination and validates the Surveyor's certificate in line with the results.
The Certificate of Qualification is issued in electronic form in Qualif.
Once validated by the MO, the Surveyor’s certificate is available in electronic form in Qualif and may be printed at any time by anybody who needs the certificate in paper form.
Note 1: The SSQM or the MO may also initiate the process, in this case, the “Send to SSQM” step and “Send to MO” are not applicable.
Note 2: The MO may validate the request for certification without requiring the examination, based on the Surveyor's previous experience and certification with another IACS member (see Certification Rules).
Note 3: The request for certification may be cancelled at any step of the process.
Surveyors’ training, examination and monitoring
Theoretical Training Sessions
Surveyors are required to attend theoretical training sessions to obtain their first certification or to upgrade their existing certification. The correlation between theoretical training modules and the various qualifications of the certification grid is detailed in Annex Introduction - Ships in Service Training Plan.
Theoretical training sessions may be done through face-to-face training, eLearning modules if available or a combination of these (blended learning). Where theoretical training is face-to-face, this will be conducted in one of the Regional Training Centres (RTC’s). Planned theoretical training is scheduled on the annual Training Calendar which is periodically communicated to all SSQM’s.
Remote Theoretical Training
In exceptional circumstances, remote training sessions may be accepted on a case-by-case basis with prior agreement from FMT.
For remote training sessions arranged as theoretical certifying training, the justification is to be submitted to the FMT, if the training is to be open to the global network, the training will be managed by one RTC.
The proposal for remote training shall define the platform, the rules for etiquette and participation and how the trainer(s) will manage questions and answers, workshops, etc.
The contents and effectiveness of such remote theoretical training sessions shall be equivalent to classroom training organised by RTC’s; the corresponding training material is provided by DO_FM.
Maintenance of Surveyors’ Certification, Continuous Training and Learning
Main Principle
The conditions that shall be satisfied to maintain the validity of the Surveyor’s certificate are:
Continuous training for updating of Surveyor's knowledge on rules and regulations through:
Participation in the roll-out of the DO_FM Seminars
Complementary training sessions and case studies
On-board monitoring carried out in accordance with the periodicity defined in the monitoring of quality of services procedure.
At least one survey related to each qualification in a five (5) year period.
Roll-out of DO_FM Seminars
DO_FM holds periodical seminars in to keep the SSQM’s up to date with any changes in rules, regulations, procedures and instructions that may affect the Surveyor's daily work. In addition, the seminar may include technical subjects aiming at improving the Surveyor's knowledge on survey techniques.
The contents of the DO_FM seminars are to be rolled-out to all Surveyors within a period specified by DO_FM. To this effect, the SSQM’s who have attended the seminar shall organise the roll-out training session(s) to all Surveyors under their responsibility.
The roll-out may be performed through e-learning modules provided by DO_FM or through local training sessions organised by the SSQM, or through a blended system including e-learning and face-to-face sessions.
The roll-out of the seminars is recorded in Qualif.
The Surveyors' certificates may be suspended if they do not attend a roll-out session within the specified period. The follow-up of roll-out sessions is done by the MO.
Complementary Training Sessions
SSQM’s may organise additional complementary training sessions for their Surveyors, to inform them of changes in rules, regulations and instructions, that have occurred since the last session and discuss on their interpretation and implementation.
Complementary training sessions may also be arranged as part of the SSQM quality process for informing of trends identified during monitoring, report validation or QMC feedback.
Additionally, DO_FM may prepare ad hoc training material and ask SSQM’s to organise dedicated training sessions.
Such complementary training sessions are aimed at improving Surveyors’ knowledge on specific subjects and are not mandatory under the Surveyor’s certification scheme. Where these training sessions are held, they should be recorded in Qualif.
Case Studies
Case Studies utilise the principles of analysing and discussing cases based on real events and from which valuable experience can be gained for both the benefit of the Society and the improvement of the quality of our services (experience better shared between Surveyors).
The subjects dealt with by the case studies typically involve one or several surveys of the following types:
Detention survey
Sale survey
Ordinary survey (structure, machinery, safety equipment, freeboard, etc.)
Damages
On-hire/off-hire survey
Survey in presence of a representative of either the insurer, the P&I Club, the Flag Administration, the owner or whoever else may be concerned
Audits for initial issuance or renewal of DOC and SMC Certificates.
Case studies are complementary training sessions and are not mandatory under the Surveyor's certification scheme.
DO_FM prepares the case study material - including instructions to the SSQM to conduct the session and relevant documentation for the Surveyors - and conveys it to all SSQMs. However, the same may be done by the regions on basis of their own experience. Where these training sessions are held, they should be recorded in Qualif.
Annually, SSQM’s are to present their own case studies to all Surveyors where issues identified during job validation and activity monitoring processes are addressed and discussed and the session recorded in Qualif.
Practical Training
Practical training is dispensed by the SSQM and/or an experienced Surveyor certified for the qualification being applied for by the trainee and assigned by the SSQM to act as trainer. The trainee then trains and participates in one or more surveys on board, until they are considered able to perform the surveys on their own.
Practical training is automatically recorded in trainee's experience records in Qualif.
The requirements for practical training are indicated in the Ships in Service Training Plan (Annex Practical Training).
The required practical training must be completed within three (3) years after completion of the last module of the theoretical training. If the practical training is not completed within this time frame, a refresher training shall be conducted. The duration, content and person responsible for delivery of this refresher training will be determined on a case-by-case basis by FM_SAT.
Examinations
Confirmation that the learning objectives have been met shall be demonstrated by written examination generated through Qualif at the end of each module.
Examinations consist of multi-choice questionnaires, carried out online using Qualif and the system will automatically mark the exams.
In principle, examinations are to be passed after completion of the whole training requirements for the concerned qualification.
Examinations are deemed to be “open book” unless defined otherwise and the Surveyor shall have access to the relevant procedures, rules, regulations, and materials for the examination.
The SSQM will arrange the Qualifying exam locally using the questionnaires displayed in Qualif.
The MO analyses the results of the examination(s) and decides on the final scope of the qualification(s) that will be granted. In principle, the required marks to pass the examination are 70% for the whole exam with minimum 50% for each qualification requested.
If the trainee fails the examination, a single resit will be permitted. A trainee who fails the resit will be required to undergo the corresponding theoretical training again before being allowed to make another attempt at the examination.
Onboard Monitoring (Survey Activity)
Onboard monitoring surveys take place with a periodicity in accordance with the monitoring of quality of services procedure, as described in the related procedure.
The "Check list for Surveyor on-board monitoring", in the related procedure, is filled out during the Surveyor's onboard monitoring and attached into Qualif.
Onboard
Anomalies bound to the Surveyor's duties, which are raised by the SSQM, whether during monitoring activities or in other conditions, shall be followed up in the framework of the Surveyor’s certification.
In-service Monitoring (Audit of Service Supplier Activity)
Ships in Service Surveyors who perform audit of service suppliers are subject to an in-service monitoring dedicated to this activity, in addition to the on-board monitoring required for surveys activity.
In-service monitoring takes place with a periodicity in accordance with the monitoring of quality of services procedure.
The "Check list for Surveyor on-board monitoring", as displayed in the related procedure, is filled out during the Surveyor's in-service monitoring.
Responsibilities
The authorities and responsibilities for implementing the Certification Scheme are distributed between the SSQM’s and DO_FM as follows:
DO_FM is in charge of issuing certificates upon request from the SSQM’s.
DO_FM is in charge of the training and monitoring of the SSQM’s. To this end, DO_FM regularly organises training seminars for SSQM’s, and the MO’s regularly organize the audits of the SSQM’s in the regions.
The SSQM’s are in charge of the training, monitoring and evaluation of the Surveyors. DO_FM sup- plies all necessary training material.
Records of monitoring, training and certification of Surveyors are filed in Qualif.
Anomalies
Anomalies bound to the Surveyor's duties, which are raised by the SSQM, whether during monitoring activities or in other conditions, shall be followed up in the framework of the Surveyor’s certification.
Annually, SSQM’s are to present case studies to all Surveyors. Issues addressed during job validation and activity monitoring processes are to be part of these case studies. The subject session is to be recorded in Qualif.

Following promotion to NS and Systems Operations Managers, an internal audit will be conducted during the next calendar year to evaluate their effectiveness and identify any shortfalls in performance.
Delegate NS and Systems Operations Manager
When required by the organisation of the country or region, Delegate NS and Systems Operations Managers may be appointed. Delegations are granted by the country or region, in agreement with the MO. Delegate NS and Systems Operations Managers are not subject to nomination letters by DO_FM.
Delegate NS and Systems Operations Managers should only act as a back-up to cover for SSQM absence and validate reports and provide technical support to Surveyors during such periods.
Specific training is defined on a case-by-case basis.
NS and Systems Operations Manager Continuous Training
NS and Systems Operations Managers continuous training is ensured by participation to DO_FM seminars. If the NS and Systems Operations Managers cannot attend a seminar, they shall arrange either for a substitute to attend, or later participate in the country roll-out session organised by the SSQM and CSQM.

inland vessel-in-service personnel qualification and certification requirements
General Principles
The structure of services for inland navigation vessels is based on the Marine & Offshore network. Therefore, the requirements defined in the preceding sections of this procedure, if not other specified, apply as much as possible to inland vessel-in-service personnel. Specific requirements and clarifications are mentioned in the below articles.
Inland MOC’s
MOC Manager Performing Inland Tasks
As per the fleet management organisation and responsibilities procedure, the Inland MOC’s, represented by MOC South Europe & Africa (located in Paris) and MOC North European Zone (located in Rotterdam) manage inland navigation vessel certification.
Due to the rules and regulations differences between seagoing and inland, theoretical trainings on inland rules, regulations, procedures and working instructions are necessary for the MOC manager.
They need also to undergo a dedicated qualification program for inland activities defined by DO_FM, completion of which is attested by the issuance of a DO_FM director’s nomination letter.
Inland MOC Surveyor
For new inland MOC Surveyor, the minimum training requirements are as follows:
Self-training on Recognised Organisation (RO) Inland rules, regulations, PNS, TNS, specific inland procedures and working instructions, to be documented and attested by the MOC Manager,
ASMS system training,
Face-to-face training of inland training documents in Qualif by MO4, with exam passed.
All training records shall be recorded in Qualif.
Inland SSQM
Inland SSQM’s shall meet the same selection criteria that applies to NS SSQM’s as defined in Section SSQM Selection and Training Criteria. The Inland SSQM shall also complete the face-to-face inland theoretical training conducted by MO4.
Inland Vessel-in-Service Surveyors
Main principle
Surveyors must be qualified for the type of ship and the type of survey to be performed. Surveyors can only conduct surveys for which they have a valid certificate and the appropriate qualification.
The SSQM shall submit to MO4 the requested qualification for the Surveyor so that the certification grid can be reviewed, and training requirements can be established.
Certification grid
The Surveyors’ certification scheme is based on a matrix (certification grid) correlating the ship types (columns) and the different types of surveys (lines). The certification grid is accessible in the Qualif database. The frame and explanation of the grid can also be found in the Annex Inland NS Certification Grid “Inland certification grid”.
Certification rules
The minimum number of hull and structure certifying surveys are:
Other vessels: one (1) survey
Cargo vessels: one (1) survey
Tanker vessels: two (2) surveys
Passenger vessels: two (2) surveys
Dredging activity vessels: one (1) survey
Working units: one (1) survey
Harbour equipment: one (1) survey
Floating establishment: one (1) survey
By default, Class intermediate or renewal hull and structure survey are considered as “certifying surveys” for corresponding vessel type and survey type qualifications. In addition, the annual survey and quarter term survey can be also considered as “certifying surveys” for the hull and structure intermediate survey.
If the Surveyor is qualified for hull and structure surveys of passenger vessels, they are also qualified for hull and structure surveys of floating establishment.
Each statutory survey in the certification grid has been assigned by eligible vessel type. Surveyors requesting certification for statutory surveys shall first obtain the corresponding qualification of hull structure and machinery system renewal surveys.
The “EC Directive 2016/1629 and the Rhine Vessel Inspection” qualification is the prerequisite to the qualification of crane survey, domestic gas survey and survey of additional navigation zones in Europe.
The minimum number for required statutory certifying survey shall be at least two (2) renewal surveys or two (2) initial surveys which have the equivalent scope, corresponding to the vessel type.
The reference of certifying survey and certified survey to each certification grid can be found in the attachment “Inland Certifying Survey and Certified Survey”.
Requirements for Obtaining an Inland Qualification
The requirements for obtaining a qualification are:
Initial certification requirements as defined in Section Certification Rules and Requirements for Commencement of Training.
Theoretical training in line with the qualification(s) to be obtained including:
Self-study of relevant inland rules, regulations, procedures, work instructions in conjunction with inland training documents in Qualif,
Theoretical training sessions of eLearning modules and face-to-face training by MO4 of the inland training documents in Qualif.
Practical tutored training on board.
An examination, to be passed upon completion of the above trainings.
The required eLearning modules and the mapping of certification grid to training courses in Qualif can be found in the attachment “Mapping Inland Certification Grid and Training Courses”.
Statutory Surveys
Statutory surveys shall be performed by exclusive Surveyors duly qualified with the corresponding statutory regulations.
Non-exclusive Surveyors
The use of non-exclusive Surveyors for inland vessel surveys is prohibited.
Appendix — Ships in service Training Plan
Introduction
The Surveyors training scheme is directly related to the certification grid and the qualifications described therein. Two (2) main groups of training modules are available:
Qualifying Training, which is composed of:
Basic training (fundamental training and technical training)
General training
Specialised training
The figure below shows the correlation between the training modules and the certification grid:
The Fundamental and Technical Training is required for the Basic Qualification which is a pre-requisite for all other qualifications.
The General Training covers all types of surveys for non-specialised ships. It includes also training on sensitive surveys such as ship's detentions, sales surveys, change of flag surveys, etc. and is to be completed prior to sitting the qualifying examination.
The Specialised Training covers the ship-type and notation specific survey requirements for specialised ships.
The table “Mapping eLearning x NS Grid” in attached files correlates the different qualifications of the certification grid and the training modules required for obtaining them.
Recommended Planning of Theoretical and Practical Training
Specialised training modules should not be attended or accepted as qualifying theoretical training or practical qualifying training until the Surveyor has successfully completed the initial qualification and is an operational Surveyor gaining some experience on “other ships”.
In exceptional cases the MO may consider an alternative proposal by the SSQM where an assessment, taking in account the exceptional circumstances would be considered justified, for example the Survey Centre profile is that the major proportion of work is on a specific or specialised type.
It is also recommended for the trainee not to attend in the same RTC period other training sessions such as (for example) those required by an ISM, ISPS, or MLC Auditor/Inspector.
Appropriate breaks should be taken between theoretical training sessions to allow for the training to be understood and implemented in practice and prevent overload.

Practical Training
Each qualification of the certification grid requires practical training under tutoring of a certified Surveyor.
There are no minimum requirements for practical training. The trainee must perform as many practical trainings as necessary until they are considered by the SSQM as ready to perform surveys on their own.
Upon completion of each job as trainee, the certified Surveyor conducting the training (the trainer) assesses the trainee's ability to carry out the corresponding surveys on their own, and issues a recommendation to the SSQM, which may be:
The trainee needs additional practical training on the survey types performed, before being authorised to carry out alone such survey types
The trainee can carry out the corresponding survey types without supervision and is recommended for the examination to obtain the qualification(s)
Based on the trainer’s recommendation, the SSQM requests the trainee’s initial certification or schedules additional practical training.
After satisfactory completion of practical training and subsequent examination, the Surveyor's certificate is issued. The certification grid specifies the different types of surveys the Surveyor is authorized to perform.
Each validated qualification provides the authorisation for the Surveyor to conduct all certified surveys corresponding to that qualification.
The required practical training must be completed within three (3) years after completion of the last module of the theoretical training. If the practical training is not completed within this time frame, a refresher training shall be conducted. The duration, content and person responsible for delivery of this refresher training will be determined on a case-by-case basis by FM_SAT.
Qualifying Training for New Regulation Not in Force
Where a new rule or regulation is coming into force or a specific new qualification is created and forms part of the certification grid, and it is not possible to have practical as the survey does not currently exist, MO’s may accept the initial qualification and certification of that specific subject for a selected number of Surveyors to be certified based on theoretical training only.
These Surveyors will be of a senior position and/or with recognised survey experience and with proven track records in good performance or an approved trainer or SSQM, who in the best professional judgement of the MO, will fulfil the requirements of the full survey scope satisfactorily.
Those selected Surveyors shall complete successfully the theoretical training and passed the exams and have been recommended by the trainer based on their engagement, participation and understanding demonstrated during the training sessions.

Appendix — Rules for surveyors' certification
Hull and Structure (Certifying Surveys)
The minimum number of certifying surveys are:
Non-SOLAS ships: one (1) survey on any type of ship.
Other ships: one (1) survey on ship other than non-SOLAS ship.
Bulk carriers: one (1) survey on bulk carrier, oil tanker or chemical tanker.
Oil tankers: one (1) survey on oil tanker or chemical tanker.
Chemical tankers: one (1) survey on oil tanker or chemical tanker.
Gas carriers: one (1) survey on gas carrier.
Passenger ships: three (3) surveys on passenger ships.
High-speed crafts: one (1) survey on high-speed craft.
Offshore units: one (1) survey on offshore unit.
Hull and Structure (Certified Surveys)
The following qualifications are considered as equivalent:
If the Surveyor is certified for any ship type, they are also certified for non-SOLAS ships.
If the Surveyor is certified for oil tankers or chemical tankers, they are also certified for bulk carriers.

Safety Equipment (Certified Surveys)
Equivalences are from right to left in the table, i.e. if the Surveyor is certified for a box, they are certified for all boxes to the left of this box. For instance:
If the Surveyor is certified for safety equipment gas carriers, they are automatically certified for safety equipment for chemical tankers, oil tankers, bulk carriers, other ships.
If the Surveyor has the certification safety equipment for bulk carriers, they are automatically certified for safety equipment for other ships, but not for oil tankers, chemical tankers or gas carriers.
Prerequisite for Statutory Certification (Certifying Surveys)
Cf. IMO resolution A.789(19) “Specifications on the Survey and Certification Functions of Recognized Organizations Acting on Behalf of the Administration”.
This Resolution defines the qualifications required from Classification Societies’ Surveyors when performing statutory surveys.
Depending on the considered statutory certificate, hull and structure annual surveys or machinery surveys qualifications are required.
Therefore, for crediting the Trainee’s surveys:
MARPOL Annex I - Form B needs as prerequisite hull and structure annual for oil tankers, and machinery and other class surveys.
MARPOL Annex II needs as prerequisite hull and structure annual for oil tankers or chemical tankers or gas carriers and machinery and other class surveys.
IMO Fitness IBC Code needs as prerequisite hull and structure annual for chemical tankers and machinery and other class surveys.
IMO Fitness IGC Code needs as prerequisite hull and structure annual for gas carriers and machinery and other class surveys.
Safety Construction for other ships needs as prerequisite hull and structure annual for other ships and machinery and other class surveys.
Safety Construction for bulk carriers needs as prerequisite hull and structure annual for bulk carriers and machinery and other class surveys.
Safety Construction for oil tankers needs as prerequisite hull and structure annual for oil tankers and machinery and other class surveys.
Safety Construction for chemical tankers needs as prerequisite hull and structure annual for chemical tankers and machinery and other class surveys.
Safety Construction for gas carriers needs as prerequisite hull and structure annual for gas carriers and machinery and other class surveys.
Passenger Ship Safety needs as prerequisite hull and structure annual for passenger ships and machinery and other class surveys. The minimum number of certifying surveys are three (3) passenger ship safety certificate renewal surveys.
Load line needs as prerequisite hull and structure annual for other ships.
Non-exclusive Surveyors
The maximum certification available to non-exclusive Surveyors is limited to the surveys listed below for non-SOLAS ships:
Hull and structure annual surveys
Bottom survey
Machinery and other class surveys
Tailshaft surveys
Main boiler surveys
Appendix — Case study
Presentation of the Case Study
For each case study, material prepared by DO_FM is made available to the trainer. The main features of the case study are described in this material and are summarised below.
Executive Summary
The executive summary is aimed at framing the case and contains the information necessary for a quick understanding of the problem. This may be, inter alia:
The context: detention survey, sale survey, standard survey (structure, machinery, safety equipment, freeboard, etc.), on-hire/off-hire survey, survey in presence of a third party (insurer, P&I Club, Flag Administration, owner, etc.), audits for ISM Code, audits for Veristar Machinery, others.
Type, size, and age of the ship (and/or any other element relevant to the case). Alternatively, an extract of the Register Book may be appended.
A summary of the problem, and of the regulatory/documentary references which may have been infringed.
Chronology of the Main Events
This includes the previous surveys which may have had a bearing on the current event, and/or references to correspondences which have been received or sent by different actors, and/or other references (press releases, phone calls, etc.) which should have alerted the Society or prompted actions, with the roles played by each player in the sequence of the events.
Brief Review of Actions
This consists of a brief review of what should have been done to avoid what eventually happened, stressing the actions of all the parties involved within the Society (HO, MO’s, MOC’s, MCC’s, CD’s, CS units, SSQM’s, CSQM’s, NS & SYS Operations Managers, Surveyors & Auditors).
Objectives of the Case Study
The learning objectives are defined in the manual and, in fact, compose the teaching syllabus in which is described what the trainee must do to demonstrate that knowledge has been transferred.
To assist the trainer, references are shown against the learning objectives to indicate relevant references such as IMO references, instructions references and the place in the training material where additional technical material and teaching aids are available.
Learning objectives may also consist of having trainees think together to situations which do not have a direct or simple solution.
Conduct of the Case Study
Distribution of the Roles
To make the session as attractive and lively as possible, and to ensure that anyone is given the opportunity to actively participate, the case studies are conceived, whenever possible, as "role games". Simpler case studies may however be proposed.
The roles are the input that the different parties may play in the story. These parties may be:
The owner, the ship manager, the charterer,
The MO’s, MOC’s, MCC’s, CD’s, CS units, SSQM’s, CSQM’s, NS & SYS Operations Managers, Surveyors & Auditors,
The Flag Administration, the Port State Authority,
Another Class Society, IACS, P&I Club, insurer, makers representatives, sub-contractors.
Depending on the complexity of the case study, each role may be distributed among the trainer and the trainees: for example, the trainer playing a role and the trainees forming a single group or being sub-divided into sub-groups each of them playing a different role.
It is preferable to have the trainer playing the role of entities external to the Society, whilst the trainees would get any position within the Society (HO, MO’s, MOC’s, MCC’s, CD’s, CS units, SSQM’s, CSQM’s, NS & SYS operations managers, Surveyors & Auditors). The way these roles should be distributed, and the reference to the documentation made available to each of the roles are explained in the material.
Phasing and Timing of Sequences
There is a degree of flexibility around the conduct of the case study, depending on its complexity, the sequencing of the case study is however driven by the learning objectives to be met.
For each phase, the suggested time allotted is indicated, though flexibility is let to the trainer to adapt to the audience. Timing is thus indicative.
The typical structure of a case study is as follows:
Other Recommendations
Further useful information to the trainer is included in this part: for example, whether the trainees may have access to the Society documentation (Recognised Organisation (RO) Rules, TNS’s, etc.).
Supporting Slides for Case Study Presentation
PowerPoint slides are made available to the trainer for presentation of the case study and typically contain:
Characteristics of the ship necessary to the comprehension of the story.
Elements of information on the story, as made available to the trainees through their documentation binder.
Roles involved.
Distribution of the roles.
Sequences and timing of the case study.
