Staff entry requirements
General
Personnel newly employed, except support staff, shall satisfy the criteria given in the related management procedure.Educational background is as a minimum:
a degree or equivalent qualifications from a tertiary institution recognised within a relevant field of engineering or physical science (minimum two years' program).
or relevant qualifications from a marine or nautical institution and relevant sea-going experience as a certified ship officer.
Support staff, typically RO Administrative, must have an education commensurate with the tasks she/he is authorized to perform.The educational background and the professional experience prior to joining Recognised Organisation (RO) and/or during employment at Recognised Organisation (RO) are to be recorded.The records are maintained using the available tool (Qualif Database).
RO Surveyor qualification grid and training requirements
RO Surveyor qualification grid
The RO Surveyor qualification grid is shown in the Database Qualification. It is a matrix which includes:
A qualification for the certification scheme (Classification, Statutory, EU RO MR, MED, UK marine equipment)
A qualification for survey by technical area and product family.
Nota: The qualification for certification scheme RO UK Marine equipment can only be granted to RO surveyors, who are already qualified for RO MED certification scheme.
Each box of the grid is corresponding to a qualification.Some qualifications are grouped together based on the principle that the most complex qualifies for the less complex.Where type approval and product surveys are not separated in two columns, they are considered strictly equivalent.Where type approval and product surveys are separated in two columns, type approval survey gives equivalence for product survey but not vice-versa.
RO Surveyor who is witnessing type test is to hold the corresponding type approval and product survey qualification. RO Surveyor who is performing a survey and is witnessing production test is to hold the corresponding product survey qualification or the MPA approval Surveyor qualification. For MED & UK, he is to be MED & UK qualified in addition. If RO surveyor is not attending to type test nor to production test but still in charge of coordination, he is only to pass the theoretical training, as detailed in Annex A1.
As part of contract review, it is local manager’s duty to ensure that the surveyor in charge of the request management holds the required qualification.
RO Surveyor training requirements
The training is to ensure that familiarization with rules, technical standards, statutory regulations, procedures, instructions and reporting tools is sufficient for the areas of activity.A training plan covering both theoretical and practical training is to be defined by the management for each trainee taking into account the educational background and the professional experience as well as the qualifications already granted for other marine activities Ships in Service, New Construction (SAY) or Plan Approval (LPO).Additions or reductions in the individual training plans with regards to training requirements shall be documented.The global training package includes theoretical training covering general and specialised training plus selected technical training for major equipment and materials, and practical training.
Theoretical training requirement
The theoretical training modules required for the qualification grid are detailed in annex A1.The training modules to be passed in e-learning are made available on the database Success factors / MyLearning using Recognised Organisation (RO) access. When exam criteria of 70% is satisfied, an e-learning session is automatically recorded in Qualif database under e-learning tab. Corresponding RO grid box then moves from Red to Green at D+1, therefore application for upgrade should only be triggered when box is green.
The training modules to be passed in class room are to be recorded in Qualif database web site https://qualif-marine.bureauveritas.com using Recognised Organisation (RO) credentials.For RO01, RO02 & RO03 modules,they can be presented either by RO manager or by deputy RO Manager or in a RTC using the last updated materials available in EMC Share point. For RO24, RO25, RO26, RO27 & RO28 modules, they are to be passed in a RTC and the corresponding preliminary e-learning (RO24a, RO25a, RO26a, RO27a & RO28a) is to be passed on the database Success factors / MyLearning beforehand.
In addition:
After the "Classroom" teaching, the RO Trainee must pass the RO exam made available by RO manager or by deputy RO Manager on the database Qualification - web site https://qualif-marine.bureauveritas.com and satisfy criteria of 70%.
When criteria of 70% is satisfied, RO manager or deputy RO manager can generate the RO Training attestation proving the satisfactory completion of this "Classroom" training.
Practical training requirement
A tutor is to be designated by the RO local management. The tutor must be a qualified surveyor for the surveys to be tutored.Where the RO Local Office does not have the required qualified resources for tutoring, the relevant RO Local Manager may ask for support from the nearest RO Local Office (close or within the Recognised Organisation (RO) M&O Zone). DO-EMC must be consulted. Under specific conditions, a qualified MPA Unit Approval Surveyor can be appointed as tutor.
The tutoring period is to be adapted to the individual's need. A training log is to be drawn up at local level using the relevant ‘Practical training log’ template given in the attached files and is to be attached to the ‘Evaluation Report of Qualifying Survey.The tutoring period is to be concluded by qualifying survey which should be performed after sufficient practical training (not less than 1).
While the tutoring period can overlap the theoretical training period, each qualifying survey has to be conducted after completion of each required theoretical training.
When survey is performed by a RO trainee surveyor, relevant records are to be maintained in the certification file in “Veristar New Building” module of VPM tool. In “Other information” field of certification section, following information is to be filled in: “Survey has been performed by [Name of the RO trainee surveyor] as RO trainee surveyor under the supervision of [Name of the tutor]”. This information is not to be reflected in the Product certificate.
The qualifying surveys required in order to cover the qualification grid are detailed in the tables given in attached document, refer to document “Practical training equivalence tables”.The qualifying surveys are to be evaluated using the format given in the attached documents, refer to document “Evaluation_Qualifying_Survey_or_Audit.doc “ or “Alternative_Evaluation_Qualifying_Survey.doc” (in the case of MPA Unit Approval Surveyor supervision).
Training records
For each surveyor, the following records are to be maintained in the database Qualification :
Evidence of theoretical training completed (attestations),
Evidence of practical training completed (practical training log and evaluation reports of qualifiying survey).
Equivalences
Equivalences and or waivers to the above may be granted upon a case by case review by EMC in case of surveyors previously qualified by another IACS member.
RO Auditor qualification grid and training requirements
RO Auditor qualification grid
The RO Auditor qualification grid is shown in the Database Qualification. It is a matrix which includes:
A qualification for types of audits (Mode II, Mode I, EU MR PQA, MED Module D and E, UK Module D and E),
A qualification as senior auditor (MED Module D and E, UK Module D and E).
Nota: The qualification for certification scheme RO UK Marine equipment can only be granted to RO auditors who are already qualified for RO MED certification scheme.
Each box of the grid is corresponding to a qualification.

Where equivalence is permitted, this is subject to the completion of the corresponding RO theoretical trainings modules.
When audit is performed by a RO trainee auditor, relevant records are to be maintained in the audit file within “Compagnies Recognition” module of VPM tool. RO trainee auditor is to be recorded as Lead Auditor & tutor as auditor in the audit data. When the trainee RO auditor does not have a ‘RO auditor’ access in VPM (first qualification request), the tutor must be registered as lead auditor in VPM REC and the trainee RO auditor must be identified as Lead auditor in the audit documents (audit plan, audit report and checklist) and the tutor as auditor (supervisor). In “Remarks” field of “Compagnies Recognition” module, following information is to be filled in: “[Lead Auditor [NAME] is RO trainee auditor]”. Name of Lead Auditor & auditor are to be mentioned in the assessment report given in attached documents. “RO trainee auditor” status is not to be mentioned in the assessment report or any document issued to the manufacturer.
The qualifying audits are to be evaluated using the format given in attached file : “Evaluation_Qualifying_Survey_or_Audit.doc “
RO MED senior auditor qualification requirements
The criteria to be qualified as a RO MED senior auditor are:
to be qualified as a RO MED auditor for 4 years or more,
to have carried out MED audits on a regular basis for 4 years or more.
The upgrade of existing qualifications as of September 2016 is treated by DO-EMC based on these criteria.The records for subsequent qualifications of RO MED senior auditors are kept in the database Qualification. The list of RO MED senior auditors is updated by DO-EMC on a case by case approach based on the demands received from RO local Offices.
RO UK marine equipment senior auditor qualification requirements
The criteria to be qualified as a RO UK Marine Equipment senior auditor are:
Equivalence with qualification as RO MED senior auditor, or
Both below requirements :
to be qualified as a RO UK marine equipment auditor for 4 years or more, and
to have carried out UK Module D or E audits on a regular basis for 4 years or more.
Training records
For each auditor, the following records are to be maintained in the database Qualification :
Evidence of theoretical training completed (attestations),
Evidence of practical training completed (practical training log and evaluation reports of qualifiying audits).
Equivalences

MPA UNIT Approval surveyor qualification grid and training requirements
MPA Unit Approval Surveyor qualification grid

A qualification for MPA by product family.

MPA Unit Approval Surveyor training requirements

The theoretical training modules and/or the pre-qualification requirements for the qualification grid are detailed in annex A2. RO series training modules to be passed are available in e-learning on the Recognised Organisation (RO) database Success factors / MyLearning using Recognised Organisation (RO) credentials. When exam criteria of 70% is satisfied, an e-learning session is automatically recorded in Qualif database.
The training modules to be passed in class room are to be recorded in Qualif database web site https://qualif-marine.bureauveritas.com using Recognised Organisation (RO) credentials.
They have to be presented by DO-EMC trainer using the last updated materials available in EMC Share point.
In addition :
After the "Classroom" teaching, the MPA Unit Approval Trainee must pass the exam made available by DO-EMC trainer on the database Qualification - web site https://qualif-marine.bureauveritas.com and satisfy criteria of 70%.
When criteria of 70% is satisfied, DO-EMC trainer can generate the training attestation proving the satisfactory completion of this "Classroom" training.
For other modules, the competence gained is verified through the system used for that modules.
Practical training requirement
A tutor is to be designated by the MPA Unit management. The tutor must be a qualified MPA Unit Approval Surveyor for the product family to be tutored.
Where the MPA Unit does not have the required qualified resources for tutoring, the relevant MPA Unit Manager may ask for support from another MPA Unit. DO-EMC must be consulted.
The tutoring period is to be adapted to the individual's need. A training log is to be drawn up at local level using the relevant ‘Practical training log’ template given in the attached files and is to be attached to the ‘Evaluation Report of Qualifying File.The tutoring period is to be concluded by qualifying file which should be performed after sufficient practical training (not less than 1).While the tutoring period can overlap the theoretical training period, each qualifying file has to be assessed after completion of each required theoretical training.A minimum of one qualifying file is normally required for each product family. In some cases, a qualifying file for a complex equipment may be used to cover qualification for other equipment of the same nature in agreement with DO-EMC.The qualifying files are to be evaluated using the format given in attached documents.

Note: If initial qualification was validated on 15 July 2026, next activity monitoring will be due before 15 July 2027.
Alerts are communicated by Qualif Database to inform the RO surveyor and the RO local manager of the due date.
The monitor designated by the local management to make the monitoring is to be a qualified RO surveyor for the survey monitored.
Alternatively a specialist (i.e. an individual with appropriate knowledge and experience) from the relevant department in the activity being monitored, who is designated by DO-EMC or by the local management with DO-EMC agreement, can also carry out the Activity Monitoring.
The job selected for the activity monitoring shall be representative of the work of the RO surveyor being monitored and therefore being sufficient to enable the monitor to effectively assess the performance of the RO surveyor against his/her RO Qualification grid.

Maintenance and Suspension of Qualification
Each qualification granted is maintained without limitation provided that the training seminar is cascaded in due time and the activity monitoring is performed with satisfactory results and is recorded in the Qualif Database.
Failure to complete the activity monitoring by the due date will automatically suspend the qualification in the Qualif database. The RO surveyor or auditor whose qualification is suspended is not being permitted to carry out any activity until the activity monitoring is satisfactorily completed.
The RO surveyor or auditor whose qualification is suspended, may be assigned to carry out the next survey or audit only if that job is monitored.In order to reactivate a suspended certificate and obtain the latest ‘monitoring overdue date’, two (2) consecutive activity monitorings are to be completed.
Consistently, the relevant Qualif profiles as qualified RO Surveyor or RO Auditor remain 'suspended' in Qualif until due restoration and reinstatement of the suspended qualification in the Qualif database by HO (EMC).
Evaluation of activity monitoring by the RO local manager and DO-EMC
The RO local manager has to review the completed monitoring report and where necessary will ensure that the proposed course of action, as appropriate, is implemented. The results of activity monitoring shall be taken into account as part of the individual’s annual interview and on-going training needs. When considered appropriate, the RO local manager has to inform DO-EMC of any specific issue.
At least once every two years, the RO local manager shall analyse the results of all activity monitoring, including remarks and recommendations if any. When the results suggest that a potential improvement accross the organisation is identified, the RO local manager has to feedback his analysis to DO-EMC.
At least once every two years, a global review by extraction of available data from Qualif database shall be done by DO-EMC to identify possible improvements accross the organisation.
ACTIVITY MONITORING OF MPA UNIT APPROVAL SURVEYOR - MAINTENANCE OF QUALIFICATION
MPA Unit Approval Surveyors and selection of job monitored
An activity monitoring of office work is to be carried out at least once every other calendar year for MPA Unit approval surveyor.
