Non-exclusive and exclusive surveyor

As per IACS PR5 procedure: a non exclusive surveyor is a person who enters into agreement with a Society to act on its behalf and who is also free to work on behalf of another organization (see the related management procedure). An exclusive surveyor is a person who enters into an agreement with a Society to act exclusively on its behalf.

Subject Matter Expert

As per IACS PR7 procedure: support staff assisting or consulting in the performance of classification or statutory work. Such staff may carry out tasks to assist or consult a surveyor but the surveyor remains responsible for the work of the support staff and the technical content of the service. However, support staff should have education, training and supervision commensurate with the tasks they are authorized to perform.

CERTIFICATION OUTLINE AND TRAINING REQUIREMENTS

General principle

The Project Leader and surveyors must be certified for the types of ships and the types of surveys to be performed. A surveyor can only be assigned to work independently for surveys for which he has a valid certificate and the adequate level of qualification.

If a Project Leader or surveyor is certified for certain types of ships and types of surveys for seagoing vessels (except statutory surveys), those qualifications are automatically valid for inland navigation vessels, after completion of the concerned dedicated theoretical training module (see “Seagoing- Inland equivalences” attached to this procedure, “Theoretical Training Matrix Inland” and paragraph 2.2 of this procedure).

Inland statutory surveys are each a separate qualification and training needs to be performed according to paragraph 2.4 and section 4 of this procedure.

In case a Project Leader or surveyor will only perform inland navigation surveys, training needs to be performed according to the “Theoretical Training Matrix Inland”, attached to this procedure and according to section 2, 3 and 4 of this procedure.

In case of hull construction in one country and outfitting in another, the overall Project Leader will be appointed in the outfitting country and shall be certified as Project Leader for the type of vessel. In the hull construction country, a Project Leader Delegate will be appointed. His Project Leader certification does not need to cover the type of vessel - any Project Leader certification is sufficient.

General requirements

  • Formal education as per the related management procedure Annex A1.

Annex A1 of the present procedure defines for each "type of survey" the surveyor's required status.• Status of the surveyor • 1 = non-exclusive • 2 = exclusive

Each theoretical and practical tutored training is to be documented (recorded by the surveyor and certified by the trainer/ tutor). The theoretical training may be received through classroom teaching, special seminars, self-study, computer assisted training or individual training combined with the practical tutored training given by a qualified tutor.

Examination before certification

Competence gained through the theoretical training shall be demonstrated through written or oral examination or through suitable computer tests.During the examination and tests, the use of the relevant working documents (Rules, Conventions, checklists, etc.) by the trainee is allowed. The surveyor must have completed the required practical and theoretical training before a request for certification is sent to DO_NCM through the “Marine and Offshore Qualification” website.

The period between completion of the theoretical training and the request of certification shall not exceed 3 years. If the period is more than 3 years, a refresher training and/or exam shall be performed.

Basic training for newly hired surveyors

Newly hired surveyors shall receive a basic theoretical and practical training for a minimum period of three (3) months.

The theoretical training shall cover the following subjects

UPGRADING OF SURVEYOR'S CERTIFICATIONS & PROJECT LEADER'S CERTIFICATIONS

Application for Upgrading or Revision of Surveyor's Certifications

The applicant will open his NC certificate in the "Marine and Offshore Qualification" website and will click on "Request for Revision". A new "In progress certificate" is automatically created and will have to be completed by the applicant with the foreseen modifications and then electronically sent to the NC Manager for verification and validation. After the verification by the NC Manager or his delegate of the evidences provided and their acceptance as per the requirements, the application is electronically sent to DO_NCM. Electronic copies of the following surveyor's documents are also to be made available in his CV tab in the "Marine and Offshore Qualification" website:• Evidences of theoretical and practical tutored training on the new types of surveys as applied, including:• attestation of theoretical training completed (if not electronically available under the “Training” tab), including exam results;• record of practical tutored training, including the evaluation, completed (see templates attached to this procedure). For Inland Statutory practical training templates, please use the Statutory check-lists attached to PCI_0016.

  • Record of assignment on previous projects (history of experience)

In case of an unexpected situation where an appropriate certified surveyor is not available, DO_NCM may accept, at the NC Manager's request and on a case-by-case basis, the assignment of a surveyor not holding the appropriate certification provided that:• the request concerns a specific period of time to allow the unexpected situation to be solved• the justification of the specific request is accepted after evaluation by DO_NCM• the assigned surveyor is regularly supervised by a Project Leader having the required qualification, at key steps of the survey process, commensurate with the concerned surveyor's certification• this supervision is duly documented and recordedExcept for passenger ships, surveyors already certified for ships in service activity, having been granted qualification for initial statutory surveys, are automatically certified for new construction initial statutory surveys, on the types of ships for which they have been previously granted such certification. However, in view of the equivalence for the SOLAS qualification, the additional module “Safety Construction” needs to be performed under supervision of a tutor, followed by the completion of the exam. The assigned Project Leader to a given project shall complete the survey team with surveyors having the statutory and/ or the advanced certification for the required types of surveys/specialities for which he does not hold the adequate certification.

Project Leader's Certifications

To be certified as Project Leader, the applicant surveyor will have to demonstrate the capacity to manage, coordinate and supervise the tasks to be performed by the Recognised Organisation (RO) team as per the applicable procedures, including the VPM implementation as required by the newbuilding surveys procedure. The applicant will need to be able to show understanding of the Flag requirements, in addition to the applicable Rules and Regulations.

In addition, the selected surveyor will be assigned as "Project Leader Delegate under supervision" in VPM by and supervised by a Project Leader, certified for the construction of a similar type of ship, as applied for.Upon completion of the construction, a “Record of Supervision” will be issued by the supervising Project Leader, containing the milestones (full construction cycle) attended by the applicant, submitted for the certificate upgrade. The “Record of Supervision” may contain tasks related to the milestones of one or more ships, as long as all required tasks related to the required milestones are duly performed under supervision.

For the pre-requisites to apply for Project Leader certification, please refer to Annex A1 - A1.5.1.

In addition, the applicant Project Leader will need to apply in his certificate grid the technical certifications required in Annex A1.5.2 per type of ship, if not obtained already. At least the main tasks of the “Record of Supervision” related to the following milestones need to be performed and recorded for the new ship type:

• Signature of contract and related main tasks;• Kick-off meeting and main tasks related to the new ship type;• Use of VPM and main tasks related to the new ship type;• Quality meetings with the shipyard;• Ship delivery and related main tasks.

For initial (first time) certification as Project Leader, the applicant will need to perform the Project Leader theoretical training, before applying for certification. In addition, the training needs to be performed by every already certified Project Leader who needs to be monitored to renew the 5 years’ validation cycle.

For small ships (<65m) in remote areas or areas with not many New Construction activities (which are: N-Africa, Middle East, French DOMTOM, New Zealand, Canada, LAZ except Brazil), the SSOM (Ships in Service Operation Manager) can be appointed as PLD (on a case by case basis), under the condition that a NC Manager(*)/ Project Leader having the necessary certification will be appointed as Project Leader on that specific project to support (monitor) the SSOM in the application of the newbuilding surveys procedure, and that a formal audit will be performed before and upon completion of that concerned project. (*by default DO_NCM or his delegate).

The template of the “record of Supervision” can be found attached to this procedure.

Revision Validation

After successful review of the evidences provided with the application file in the "Marine and offshoreQualification" website, DO_NCM may validate the revision of the surveyor's or the Project Leader's certification. The application for revision of the surveyor's or Project Leader's Certification shall provide all evidences of compliance with the requirements given in Annex A1.

VALIDITY OF SURVEYOR’S CERTIFICATE

Validity

An Activity monitoring performed for seagoing activities is also valid for inland activities.

The validity of the surveyor’s certificates is to be maintained through an Activity Monitoring, to evaluate if the surveyor applies correctly the required methods, techniques and procedures. In the Qualif database, the certificate is split up in a Surveyor part and a Project Leader part. Each part requires a separate monitoring.

  • For a Surveyor, the monitoring needs to be carried out at least every other calendar year.

  • For a Project Leader, the monitoring needs to be carried out at least once every 5 years, upon completion of a project (assigned as PL during a full construction cycle). This monitoring has the same content as an internal VCA (Vertical Contract Audit). A monitoring program will need to be made available by the NC Manager for the monitoring of his Project Leaders. However during this 5 year period, the NC Manager has the obligation to verify the performance of his Project Leaders at least at all construction key stages.

A surveyors’ monitoring can be replaced by a Ships in Service monitoring once every other monitoring cycle, if the concerned surveyor is in possession of this certification. This monitoring can only be created by the NC Manager and needs to be validated by DO_NCM.

A Surveyor’s monitoring includes witnessing the surveyor’s performance during survey, interviewing of the surveyor and reviewing the vessel’s NC survey log book. The monitoring will also include the assessment of the effectiveness of the training followed by the surveyor since the previous monitoring, and an indication if additional training is needed. However, training related to the future development of the surveyor should not be recorded in the activity monitoring. The monitoring can be performed on 1 or on preferably more surveys, recorded in the same Activity Monitoring report. If the monitored surveys are performed on different vessels, an additional Activity Monitoring should be created for each vessel. The monitored survey(s) should cover at least an advanced type or Statutory survey, if the surveyor is certified to perform such. (See Annex A1 Tab.3 for advanced type or Statutory).

The monitoring of a surveyor is carried out by one of the following parties:

  • another surveyor having at least an equivalent level of technical qualification/certification than the supervised

  • the NC Manager or his delegate provided they are certified in the area being monitored

  • DO_NCM, his delegate or any person assigned by DO_NCM provided they are certified in the area being monitored

The monitoring of a Project Leader is carried out by one of the following parties, assigned by the NC Manager or his delegate:

  • a Project Leader not assigned on the project, provided he is certified in the area of monitoring

  • A Project Leader not assigned on the project, and if not certified in the area of monitoring, assisted by a subject matter expert (ref. the related management procedure and Section 7 of this procedure).

  • DO_NCM, his delegate or any person assigned by DO_NCM provided they are certified in the area being monitored.

When a NC Manager is monitored as Project Leader, validation needs to be done by DO_NCM. As far as practicable, the monitoring should be carried out by another NC Manager or his delegate.

When the monitoring is not done in time as required in this section, the certificate of the concerned surveyor is automatically suspended until a new monitoring is performed and recorded in the “Marine Surveyor Qualification” database.

After significant negative review, DO_NCM can decide to suspend the certification.

For each monitoring, the Guidelist is to be completed and attached to the Activity Monitoring in the “Marine Surveyor Qualification” database (see the monitoring of quality of services procedure for additional requirements).

As far as possible, the monitor completes himself the Activity Monitoring section in the “Marine Surveyor Qualification” database for the monitoring he performed. If the completion of the checklist is done by another person, the the monitoring of quality of services procedure checklist as the Guidelist, both signed by the monitor, shall be uploaded.

Both templates (Guidelist and the monitoring of quality of services procedure checklist) are attached to this procedure.

Each NC Manager has the task and responsibility to review the activity monitoring reports performed, to make an annual analyse and to identify possible improvements. The result of this should be recorded in the yearly Management System Review (see the related management procedure).

Before validating the Activity Monitoring for a Project Leader, the monitor (or NC manager or his delegate) need to verify if the Project Leader Training has been performed.

Exceptionally, on case by case basis, when a full construction cycle cannot be achieved or when a Project Leader Activity Monitoring cannot be performed, DO_NCM can agree to the performance of the Project Leader Training only, to maintain the Project Leader certification for a new period of 5 years.

An activity monitoring performed for seagoing activities, is also valid for Inland activities.

As a special requirement in view of the qualification for Comfort and Habitability, a separate Activity Monitoring for this qualification should be performed with the requirements according to this paragraph. For the assignment of the Monitor, please refer to Annex A1, paragraph 1.7 table 9.

Increased Monitoring

The function “Increased Monitoring” can be activated by the HO Manager in the “Marine Surveyor Qualification” database. “Increased Monitoring” has as purpose to follow the concerned surveyor up closely.

This action can be requested by the NC Manager following a non-acceptable or poor performance as Project Leader and/or as Surveyor. The function can also be activated by the HO Manager directly, upon findings by random checking of Recognised Organisation (RO) tools.

Proof of corrective actions need to be provided in the “Marine Surveyor Qualification” database by the concerned NC Manager. Upon satisfactory completion of this follow up, in cooperation with and verified by the DO_NCM Project Coordinator (see the newbuilding surveys procedure 2.3.2.2 and 2.2.4), the HO Manager will close the Increased Monitoring.

RE-ACTIVATION OF AN ARCHIVED CERTIFICATION

Re-activation of a Surveyor’s certification

To re-activate an archived certification for a surveyor, following items need to be performed:

  • by the concerned surveyor: seminar rolling out of the year of re-activation

  • by the NC Manager of his delegate: a surveyor monitoring for a survey the surveyor was previously certified.

Upon satisfactory performance of above, DO_NCM will re-install the archived certification

Re-activation of a Project Leader’s certification

The certification will be re-installed by DO_NCM directly upon request, however the concerned Project Leader will be appointed by DO_NCM a designated tutor (another Project Leader certified in the matter) during the whole of his first project after re-installation.

Additionally, the concerned Project Leader needs to perform The Project Leader training, if the reactivation occurs out of the 5 years’ validity window, to replace the needed Project Leader Activity Monitoring.
